SUBJECT: Motion to authorize Jefferson County BOCC Chair to sign NEPA/SEPA
Determinations for the Septic Cost Share Program.
STATEMENT OF ISSUE:
Jefferson County Staff have secured funding from the federal Community Development Block Grant
(CDBG)program in order to fund repairs, replacements and installation of septic systems for low to
moderate income (LMI) residents of our county. This funding has, as a prerequisite to earth moving, a full
review of national environmental protection act(NEPA) and state environmental protection act(SEPA)
laws.
ANALYSIS:
As of August 2025, staff have reviewed fourteen proposed sites with this NEPA/SEPA review.
FISCAL IMPACT:
This grant has provided $483,500.00 in benefit to local LMI homeowners.
RECOMMENDATION:
Staff recommends that BOCC authorize the Board Chair to sign NEPA/SEPA Determinations for the Septic
Cost Share Program.
