PUBLIC NOTICE OF PUBLIC HEARING AND
ISSUANCE OF FINAL SEPA THRESHOLD DETERMINATION

NOTICE IS HERREBY GIVEN that the Jefferson County Hearing Examiner will hold a public hearing to
review and receive comments on the Four Corners Sand and Gravel Pit proposal, a Type III land use
application for a new mineral extraction operation.
Jefferson County, as the lead agency under the State Environmental Policy Act (SEPA), has issued a
Determination of Non-Significance (DNS) in accordance with SEPA regulations (Chapter 197-11 WAC) for
the proposal.

SITE ADDRESS AND PROJECT LOCATION: The subject property is located at 225 FOUR CORNERS RD.
PORT TOWNSEN, WA 98368, being within Section 33, Township 30 North, Range 1 West, Jefferson
County. The parcel is approximately 23.6 acres in size and is referenced by Assessor’s Tax Parcel
Number 00133016.
PROJECT DESCRIPTION: The Four Corners Sand and Gravel Pit is a new mining operation to provide
construction aggregate for regional construction projects. It is anticipated that a total of 333,000 cubic
yards of material will be excavated over the life of the project, at a rate of approximately 10,000 cubic
yards per year. After which, the site will be revegetated and returned to forestry use.
This proposal is subject to the conditions required by Jefferson County Code (JCC) 18.20.240 Mineral
extraction, mining, quarrying and reclamation, and JCC 18.30.170 Mining, quarrying and
asphalt/concrete batch plant best management practices in critical aquifer recharge areas.
The project is subject to the State Environmental Policy Act (SEPA). Jefferson County has determined
that it is the SEPA lead agency for the above-described proposal.
PERMITS REQUIRED: This project will require a Conditional Use Permit (ZON2024-00012) from Jefferson
County DCD, a Surface Mine Reclamation Permit from the Dept. of Natural Resources, a National
Pollution Discharge Elimination System (NPDES) Sand & Gravel Permit from the Dept. of Ecology, a Type
IV General Forest Practice Application (FPA) from the Dept. of Natural
Resources, A Notice of Construction (NOC) from the Olympic Region Clean Air Agency, and an Access
Connection Permit from Washington State Department of Transportation.
STUDIES SUBMITTED: Geotechnical Assessment by DE-Civil, PLLC dated 2/12/25, Hydrogeologic Report
Addendum by GeoResources Dated, April 4, 2025.

SEPA DETERMINATION OF NON-SIGNIFICANCE:
After review of a completed environmental checklist and other information on file, Jefferson County has
determined that this proposal would not have a probable significant adverse impact on the
environment. Based on this information, Jefferson County has issued a DNS using the Optional DNS
process under WAC 197-11-355 for this proposal. Copies of the DNS are available to the public online

SEPA APPEALS:
Pursuant to JCC 18.40.330(3), the applicant or other party of record may appeal to the Jefferson County
Hearing Examiner within fourteen (14) calendar days of the issuance of the threshold determination.
The SEPA appeal shall be considered together with the decision on the project application in a single,
consolidated open record public hearing.
Appeals must be filed with Jefferson County Department of Community Development by 4:30 P.M. on,
September 9, 2025. Appeals shall not be deemed complete without payment of applicable appeal fees,
payable to the Jefferson County Department of Community Development.
