Why this matters for Jefferson County
•Rural and community-based sponsors face early stage gaps (site due diligence, schematic
design, owner’s rep).
•Commerce provides HTF capital and CBOS technical assistance; a small pre-development set-
aside would unlock more rural projects.
•Oregon’s PDLP/PFLP offers a practical template: small early loans with conditional forgiveness
if sites are infeasible.
•ASK #1: Create a Commerce pre-development set-aside (grant/forgivable blend) prioritizing
rural and By-and-For developers.
•ASK #2: Fund regional owner’s-rep/architecture benches and pre-application clinics tied to the
Combined Funders Application.
•ASK #3: Seed a local ‘JeffCo First-Mile Fund’ with state match; report time to NOFA and
applications submitted.
