I, PHIL CECERE, hereby declare as follows:
1. I am over the age of 18 years, competent to be a witness herein, and make this
declaration based upon my personal knowledge.
2. I am the Fire Marshal and Building Official for Jefferson County, Washington.
3. I have been employed with Jefferson County since May 2020.
4. My past employment history relevant to my current position includes: construction
rental management, contracting/building plan review, inspection and application of building and
life safety codes.
5. Overall, I have over 5 years of experience as a Building Official and Fire Marshal. I

have professional certifications in: Residential Construction Review, Residential Construction
Inspection, Commercial Construction Review, Commercial Construction Inspection,
Commercial Plumbing, Accessibility Review, Fire Inspector I, Fire Inspector II, Commercial
Energy Review, Building Official and Fire Marshal issued by the International Code Council
(ICC).
6. I have reviewed the Order of Continuance and Case Management Orders dated July 22,
2025, issued by the Hearing Examiner in the above referenced matter. In compliance with
Section VII(b)(2) Jefferson County Fire Marshal, I am providing the attached written analysis
addressed to the Hearing Examiner. In the attached letter, I explain my analysis and certify that
the preliminary plat proposed for approval meets all applicable fire safety requirements for this
proposed use and configuration. In forming my professional opinion, I have reviewed all of the
documents provided for this matter, including the engineer’s signed preliminary plat.
7. I am also available to testify, if requested by the Hearing Examiner, but need to
respectfully make sure everyone is aware I am out of the office August 14, 2025 through
September 2, 2025.
I hereby declare under penalty of perjury under the laws of the State of Washington that
the foregoing is true and correct to the best of my knowledge.

It is my understanding that the previous exhibit comments provided from my office was
found insufficient and denied. In light of this, I am taking advantage of the alternative to
testifying at a future hearing and providing written comments as I plan on being out of
office and feel it improper to delay this hearing any further.
The Mason street proposal has been meticulously thought out and input has been
provided by this office through numerous, well attended meetings. I, myself representing
the Fire Marshal and the Building Official duties for Jefferson County, as well as East
Jefferson Fire Rescue has had ample reviews of the various portions and revisions of
this project.
Fire flow analysis has been discussed with the applicant and the water purveyor
Jafferson PUD#1. The proposed use of the majority of the structures as residential four
unit townhomes, less than three stories and less than 5,000 sq ft cumulative per
structure falls under the threshold for residential automatic sprinklers. The proposed
congregate buildings and the required fire protection and life safety system
requirements are deferred until permit application submission and reivew. Preliminary
proposed water availability via 8” mains will accommodate all hydrant locations, with
hydrant flow data to be verified prior to building permit issuance.
All emergency access is appropriate, with comments only as to the viability of the road
construction of the wagon track style road being discussed as to the durability to
withstand #75,000 water tankers. Location of the access road and access through the
parking areas is found to be appropriate including turning radii analysis and hydrant
placement produced by Parametrix and provided by the applicant. Addressing is
deferred to a future process at the time of building application submittal.This is
consistent with DCD practices, preliminary input has been provided by JeffCom
dispatch for consistency with addressing compatibility.
