My comments as the Fire Marshal will be provided as the AHJ for the county without the benefit of this report and only the findings from the other documents (turn apparatus radii, hydrant map, access plan etc.) Please advise whether EJFR is willing to supply a statement or testify on behalf of the project one way or the other so that DCD can prepare for the next hearing. If we could get a statement by Friday 8/8 to prepare the packet for hearing it would be appreciated. I have attached my exhibit for reference if it is helpful. !!!!UPCOMING PLANNED PTO 8/14-9/2 OUT OF OFFICE!!!! Do not open attachments or click on links if you are not expecting them. Phil, In reading the Order of Continuance, it says the Applicant is invited to submit “a signed report by a qualified fire safety consultant certifying that the proposed play layout meets the standard under RCW 58.17.110 with respect to fire safety, with references to applicable state and local fire code.” Then it goes on to say that the Examiner requests from EJFR “a signed letter commenting on the fire-safety report of the Applicant’s fire safety consultant described above.” So, is there a consultant report that has been/shall be submitted for us to comment on? Keep in mind, it will be unlikely for us to review the report and comment by Friday 8/1. It also says if a report is not submitted, then he requires a District rep to testify at a hearing. We will need to review the full package of documents relating to the fire safety of the development well prior if we are required to testify. If you need and of the previous turning radii or hydrant maps I can get you all of those. These comments are due 8/1 and the next hearing is 8/8. Sorry for the late notice I just learned that I needed a response as well this morning. 3 Mission Statement To preserve and enhance the quality of life in Jefferson County by promoting a vibrant economy, sound communities and a healthy environment. Jefferson County Community Development Office of the Building Official Office of the Fire Marshal Phil Cecere 621 Sheridan St • Port Townsend WA 98368 Desk: 360.379.4461 https: co.jefferson.wa.us/1687 Tom Erlichman Jefferson County Hearing Examiner 1820 Jefferson St Port Townsend, WA.98368 It is my understanding that the previous exhibit comments provided from my office was found insufficient and denied. In light of this, I am taking advantage of the alternative to testifying at a future hearing and providing written comments as I plan on being out of office and feel it improper to delay this hearing any further. The Mason street proposal has been meticulously thought out and input has been provided by this office through numerous, well attended meetings. I, myself representing the Fire Marshal and the Building Official duties for Jefferson County, as well as East Jefferson Fire Rescue has had ample reviews of the various portions and revisions of this project. Fire flow analysis has been discussed with the applicant and the water purveyor Jafferson PUD#1. The proposed use of the majority of the structures as residential four unit townhomes, less than three stories and less than 5,000 sq ft cumulative per structure falls under the threshold for residential automatic sprinklers. The proposed congregate buildings and the required fire protection and life safety system requirements are deferred until permit application submission and reivew. Preliminary proposed water availability via 8” mains will accommodate all hydrant locations, with hydrant flow data to be verified prior to building permit issuance. All emergency access is appropriate, with comments only as to the viability of the road construction of the wagon track style road being discussed as to the durability to withstand #75,000 water tankers. Location of the access road and access through the parking areas is found to be appriopriate including turning radii analysis and hydrant placement produced by Parametrix and provided by the applicant. Addressing is deferred to a future process at the time of building application submittal. This is consistent with DCD practices, preliminary input has been provided by JeffCom dispatch for consistency with addressing compatibility.
