A setback of 25-feet, measured perpendicularly from the wetland edge, shall be permanently maintained as a buffer. No filling, grading, clearing, or other alteration of the wetland or its buffer is allowed. 2.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall contain the following statement: "Wetland & Buffer- Do Not Remove or Alter Existing Vegetation." 3.) A permanent physical separation along the upland boundary of the wetland buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 5.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 6.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 7.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less than one-half acre unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Unified Development Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a Permitted Use in Table 3-1 of the UDC, and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area (ESA). 8.) A minimum of two (2) on-site parking spaces are required for the single family residence. 9.) Per MPR Code Section 3.107, Accessory Dwelling Units (ADU's) shall not be allowed in the MPR-SF zone. 10.) Maximum lot coverage is not to exceed 45%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 11.) The building height is not to exceed 35 feet. 12.) Minimum setback from Cameron Dr right-of-way shall be 20 ft. Minimum south side setback shall be 5 ft. Minimum north side setback shall be 25 ft from edge of wetland. Minimum rear(east) property line setback shall be 50-60 ft. 13.) Fall Installation: Plantings should be installed between mid-September and mid-November, unless the new plantings can be watered throughout the summer. Plantings installed in the fall generally outperform those installed in the late winter or spring. Plants put in the ground in the fall have the advantage of an extended period for root growth before rapid top growth in the spring. In the fall, the soil is warmer and more aerated than in the spring and most plants experience active root growth during this time. 14.) Root Disturbance: • • Immediately before installation, plants with broken, damaged, or twisted roots must be pruned. Matted or circling roots of containerized plantings must be pruned or straightened and the sides of the root ball must be roughened from top to bottom to a depth of approximately half an inch in two to four places. If circling roots are left, they may eventually girdle the plant as they grow and thicken in place. If the roots at the edge of the root ball are straightened and extended, they will have access to a greater volume of soil in the planting hole. Also, the roughened edges of the root ball will have better contact with the backfill soil. Disturbing and removing one-fourth to one-half of the roots in the outer inch of the root ball will damage only the most sensitive plants, most often, this treatment actually stimulates increased plant growth. 15.) Plant Depth: The finished height of each plant's root ball will be slightly higher than that of the surrounding soil. The exception is for sandy soils, in which case the soil heights will be even. The top of the root ball will not be covered with backfill soil. A watering basin will be formed around each planting by building a berm of soil at least 30 inches in diameter. When planting a container-grown plant, the top of the root ball should not be covered with any other soil. Covering the root ball with soil, particularly if it has a finer texture than the potting or field-growing soil, will generally cause water to flow around the root ball instead of into it; root balls covered in this way may receive water only from below. To allow direct wetting of the root ball from above, install the plant so that the top of the nursery soil is slightly higher than the surrounding soil level. If the soil is sandy, or of a large particle size, then the nursery soil should be level with the surrounding soil. A watering basin made of mounded soil around each planting will further help to catch water from above-the berm should be at least 30 inches in diameter surrounding a plant. Mulch placed within the basin and on the berm will limit moisture loss from the root ball and surrounding soil, but take care that it does not come into contact with the stem of the plant as rodents or pathogens living in the mulch may attack the bark. 16.) Maintenance: Weeding and Irrigation The use of appropriate native species and careful planting ensures that the need for ongoing maintenance will be minimized. However, some maintenance is required to ensure that the young plants become established. It is recommended that weeding around new plants be conducted once or twice a year during the months of May and September for the first five years, and as often as needed after that. All Scot's Broom, Himalayan Blackberry, and thistle should be monitored and eliminated from the site. Irrigation may be required for upland species (vine maple and red-flowering currant) for the first three years or until plants are well established. Hand watering or irrigating with overhead sprinklers once a week should be adequate during the hot summer months. 17.) Proponent shall adhere to the wetland plant list as identified in the"Addendum to Buffer Reduction Report and Revegetation Plan" prepared by Olympic Wetland Resources, Inc. dated September 2004. • 18.) Planting Performance Standards: By the end of year 1 after planting vegetation, survival of planted vegetation will be 100%. By the end of year 5, woody vegetation will achieve at least 80% area cover; 30% of will be provided by tree species. Invasive species including Scot's Broom and Himalayan Blackberry will not have greater than 10% area cover at the end of year 5. If any of the above performance standards are not achieved, the site will be evaluated by a qualified biologist to determine whether corrections to the site need to be made in order to achieve the performance standards. In the case where the site does not achieve the performance standards in year 5, necessary corrections will be made and monitoring will be continued for an additional period necessary to confirm that the project has met the performance standards. 19.) A stormwater plan for a medium project has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 20.) The driveway shall be at such a grade so as to allow the stormwater to enter into the county road ditch and shall not be allowed to drain onto the neighboring properties.
