HomeMy WebLinkAboutDRAFT Minutes 051225S ICG MINUTES Special Meeting of the Intergovernmental Collaborative Group (ICG) Monday, May 12, 2025 Hybrid Meeting: 355 Hudson St. Port Townsend, WA 98368 CALL TO ORDER: City of Port Townsend Deputy Mayor/ICG Rotating Acting Chair Amy Howard called the meeting to order after establishing a quorum of the ICG. City of Port Townsend Mayor David Faber regained Chairing duties upon his arrival. PUBLIC COMMENT PERIOD: The ICG members listened to the public regarding their comments on the Glen Cove project. APPROVAL OF MINUTES: Clerk Gallaway noted that the minutes were lost and need to be recreated. WORKSHOP re: Glen Cove Industrial Expansion: Commissioner Brotherton provided a presentation on the Glen Cove project history and current planning efforts for a light industrial/commercial district. He reviewed grants received and noted that that a primary infrastructure need is expansion of the sewer project to that area. They are seeking focus groups with local landowners. The ICG members discussed the complexity of LAMIRD legal framework, importance of financing strategies, and potential future legislation. The County is considering referencing Glen Cove planning in their Comprehensive Plan periodic update. DISCUSSION re: Legislative check-in: Jefferson County noted that they did not receive requested funding for Port Hadlock sewer ($3M), Mill Road roundabout planning grant, or Aquatic Center planning grant. The Port of Port Townsend noted that they received multiple wins including $1.33M for an electric travel lift, $500k for boatyard expansion, $1M+ for Point Hudson building roofs, and heritage/capital funds for maritime projects. The City of Port Townsend noted they have been experiencing housing-related funding successes (Olympic Housing Trust, Bayside, Centrum). Progress on progressive housing policy statewide; concerns about cuts to transportation/public works funds. There was a broader discussion on state legislation: property tax cap (1%) reform advanced but did not pass; Extended Producer Responsibility bill on recycling passed. AGENCY ROUNDTABLE: The ICG members listened to jurisdiction updates: • City of Port Townsend: Sewer and transportation projects underway (Water Street, Tyler St, San Juan chip seal). Evans Vista housing master plan moving forward. New Arts & Culture Coordinator and Housing Grants Coordinator positions filled. Active subdivision applications. • Jefferson County: o Transition: Mark McCauley retiring, Josh Peters was named incoming County Administrator. o Dosewallips Road reopened with Governor Inslee visit. o Solid waste/recycling restructuring toward privatized roll-cart system (2026). o Ongoing comp plan update, shoreline/critical areas updates. Intergovernmental Collaborative Group Meeting Minutes of May 12, 2025 Page 2 of 2 o ODT trail extension construction this summer. o Clock tower repaired. o Community outreach meetings planned June–October (Port Townsend Aug 19). • Port of Port Townsend: o Operating at capacity; turning away boats emphasizes need for expansion. o Strategic plan update underway. o Major projects: Duplex rehab, Boat Haven breakwater repair, Sims Way stormwater project, Boatyard stormwater improvements, arrival of 300-ton travel lift (June 2025), new Gardner boat launch, airport industrial park development, farm power upgrades. o Recognition events: Hosted Pacific Coast Congress of Harbormasters, upcoming WPPA award for community engagement. • PUD: o Approved $60M four-year work plan including new substations and reliability upgrades. o Seeking new General Manager by August 2025. o Rate increases anticipated due to limited state funding. NEXT STEPS and FUTURE AGENDA ITEMS: Members expressed holding a joint solid waste planning workshop, food resilience and emergency preparedness, updates from School Districts, and possible discussion of collective levy coordination among junior taxing districts. A suggestion was to allow public comments at both the start and end of the ICG meetings for transparency, and ICG members concurred.
