To ensure your input is included in the record for the Hearing Examiner’s consideration, DCD would appreciate receiving your written comments by September 19, 2025. But I thought we talked about a legend/key that would explain what the colors relate to. Something like - Access Route #1 – (Show Block of Red) Access Route #2 – (Show Block of Green) Etc. Now I was driving during the meeting so perhaps we decided this wasn’t needed and I missed it. Each route is labeled with a call out. We are presenting only “passing” routes to show ingress/egress options from Mason Street and Cedar Avenue. There are some “passing” iterations that are not included due to redundancy, but ultimately we want to show there are feasible emergency access routes from every entrance to the site. I think this is important to add, particularly given that both diagrams use red and green, and someone could assume that the red indicates a path that doesn’t work while green indicates one that does. Bob & Julie – I think the turning movement diagrams can be difficult for some people to read and understand if they don’t have much experience with them. Someone suggested last week that EJFR doesn’t deal with these diagrams very often. It might help them and in turn help us to meet with them and walk through the diagram with them. Thoughts? In light of this, I am taking advantage of the alternative to testifying at a future hearing and providing written comments as I plan on being out of office and feel it improper to delay this hearing any further. The Mason street proposal has been meticulously thought out and input has been provided by this office through numerous, well attended meetings. I, myself representing the Fire Marshal and the Building Official duties for Jefferson County, as well as East Jefferson Fire Rescue has had ample reviews of the various portions and revisions of this project. Fire flow analysis has been discussed with the applicant and the water purveyor Jafferson PUD#1. The proposed use of the majority of the structures as residential four unit townhomes, less than three stories and less than 5,000 sq ft cumulative per structure falls under the threshold for residential automatic sprinklers. The proposed congregate buildings and the required fire protection and life safety system requirements are deferred until permit application submission and reivew. Preliminary proposed water availability via 8” mains will accommodate all hydrant locations, with hydrant flow data to be verified prior to building permit issuance. All emergency access is appropriate, with comments only as to the viability of the road construction of the wagon track style road being discussed as to the durability to withstand #75,000 water tankers. Location of the access road and access through the parking areas is found to be appropriate including turning radii analysis and hydrant placement produced by Parametrix and provided by the applicant. Addressing is deferred to a future process at the time of building application submittal.This is consistent with DCD practices, preliminary input has been provided by JeffCom dispatch for consistency with addressing compatibility.
