Hello Carolyn, Below is a list of requested attachments from our 9/11 /2025 hearing: • DNR record showing DNR ownership of aquatic lands. This also shows that no aquatic lease or right of entry is required from DNR in this area for work above MLLW • Deed showing WDFW ownership • SEPA checklist • SEPA comment from the Department of Ecology • SEPA WDFW response to the Department of Ecology ■ Rewording of Condition 11 (approved by Donna Frostholm) to "The required in -lieu fee mitigation credits must be purchased through the Hood Canal Coordinating Council, in full, prior to beginning construction. Documentation such as a Final Statement of Sale, showing mitigation credits have been purchased, must be submitted to Jefferson County priorto construction." ■ Rewording of Condition 17 (approved by Donna Frostholm) to "The permittee shall use water quality monitoring information collected by Washington Department of Health and shall coordinate with this agency as needed to ensure recreational shellfishing areas in the vicinity of the project area are adequately protected." • Project plans o To clarify project quantities: • Existing ramp dimensions (where new ramp will be placed on top of old) ■ 10ftx112ft=1,120sgft ■ Expansion • Ramp expansion (1 foot on either side): 2 ft x 112 ft = 224 sq ft ■ Articulated concrete mat (4 feet on either side): 8 ft x 112 ft = 896 sq ft • Total expansion = 1,120 sq ft • Total Area: ■ 1,120sgft+1,120sgft=2,240sgft I want to clarifythe requirements forthe Forage Fish survey. After a WDFW approved biologist conducts a forage fish survey, work must begin within 72 hours and work must be complete within two weeks of the survey. We expect work to take longer than two weeks so another forage fish survey will need to be completed before continuing work. I also wanted to clarify more regarding mitigation. The Corps would typically require mitigation for the expansion below the high tide line. In this case, because NMFS is requiring mitigation for the entirety of the boat ramp (expansion and new ramp on top of existing, both above and below the high tide line) and the regulatory agencies do not require double mitigation, NMFS mitigation will satisfy Corps mitigation. Under the Endangered Species Act, we are required to consult with NMFS. NMFS uses the Salish Sea Nearshore Programmatic Conservation Calculator to determine how much mitigation is required to offset nearshore habitat impacts from the expansion and addition of a new boat ramp on top of the existing. NMFS has reviewed and approved the amount of credits to be purchased from the Hood Canal Coordinating Council (HCCC). This ILF mitigation through the HCCC will improve nearshore habitat at the Beck property located immediately south of the Little Quilcene River by preserving existing wetlands and tidelands, modifying Levees to the extent necessary to allow for tidal exchange, and enhancing wetland buffers.
