SPECIAL CONDITIONS FOR CASE t BLD05-00096
1.) The applicant shall adhere to all of the conditions rendered through the permit decision on
SDP04-00031.
2.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
3.) Proper disposal of construction debris must be on land in such a manner that debris
cannot enter the water body or cause water quality degradation of state waters.
4.) All lumber and other materials treated with preservative shall be sufficiently cured to
minimize leaching into the water or shore bed, in accordance with the Best Management
Practices approved by the Washington Department of Fish and Wildlife.
5.) In order to minimize visual impact, the stairway shall be constructed to harmonize with the
local shoreline environment to the maximum extent practicable. This includes utilizing
galvanized steel, which is a non-reflective surface.
6.) Construction shall be in substantial compliance with the site plans submitted to Jefferson
County during the permit process as they exist now or are hereafter amended by
Jefferson County and/or the Washington State Department of Ecology.
7.) No fill or other material may be placed in the waters or intertidal areas of Jefferson
County.
8.) Work within the jurisdiction of the Shoreline Program other than as described in
SDP04-00031 shall receive separate review from the appropriate agencies.
9.) In order to limit the proliferation of similar stair structures the subject area, the applicant is
strongly encouraged to investigate utilizing this structure as a joint use/joint ownership
facility with neighboring property.owners.
10.) No construction, equipment, or materials shall be located waterward of the OHWM. If
construction, equipment, or materials are proposed waterward of the OHWM, or if
concrete footings are poured at the terminus of the stairs, the applicant shall apply for a
Hydraulic Project Approval from the Washington.Department of Fish and Wildlife. Contact
Randi Thurston, WDFW at (360) 895-6123 for the requirements.
11.) No associated bulkhead is authorized as part of this proposal for protection of the
staircase. The County and WDFW discourage the construction of a bulkhead to protect
stairs. If in the future, the Applicant or future owner believes that a need for beach
armament exists, it will require new application and permits from Jefferson County and
WDFW.
12.) Prior to construction, the proponent shall contact the Jefferson County Department of
Community Development at(360) 379-4450 with estimated project timelines for
monitoring and plan compliance.
