Proposal Questions 1.Tell us about your promotion, program, facility, event or activity and why you think it will increase tourists traveling to and staying in Jefferson County. The first Rhododendron Festival was held in May of 1935 when a group of Port Townsend civic leaders organized a celebration of the Washington State Flower. 2025 was the 90th year of the festival and had over 100 entrants into the annual parade. The Association plans, organizes and presents the annual Rhododendron Festival in Port Townsend every third week of May, with a co-occuring fitness event called the Rhody Run. The volunteers also design, construct and transport the Queen’s Float to other festivals and parades in Washington State. Members serve as ambassadors to Jefferson County while traveling, as well as at local events as requested. They serve as official hosts to visiting dignitaries from other festivals. The festival is a 4-day event starting on Wednesday evening with the trike races for children 6 and under. Thursday is the pet parade that is a hit with all ages. People dress up their pets are able to show them off. Friday is a busy day. The kiddie parade is in the afternoon in 2025 we had over 700 children in the parade. Friday evening is the hair and beard contest and the bed races downtown on Water Street. The bed races are a hit with all that attend. The big event is the Rhody Festival Grand Parade. The 2025 Parade had the most entries of any of the other parades the float attended with over 100 entries including 15 bands from all over the state. 2. If this is a continuing or reoccurring promotion, program, facility or event, describe your organization’s prior activities. If applicable, how is it different than in the past? 2025 was the 90th Anniversary of the Rhody Festival. This is a trusted brand and annual celebration that brings recurring and new visitors. 3. How does your promotion, program, facility or event support one of the Highest Priorities or Additional Considerations listed below under “Other Criteria” We believe that this event sits squarely with the #2 Highest Priority; marketing and operations of a special event designed to attract tourists. These tourists are families; students; civic organizations and others who enjoy celebrating state pride events. RECEIVED 09/09/25 Page 7 of 24 4.Describe how you intend to market/promote your promotion, program, facility, event or activity to potential tourists who reside outside Jefferson County or traveling more than 50 miles. a.If an event, the date of the event: The Rhody Festival is celebrated annually in the 3rd week of May b. The timeline for the tourism promotion activity you are proposing (e.g. May through July, 226). The first parades that Jefferson County float will participate in are the Tacoma Daffodil Parade, Puyallup Daffodil Parade (televised), Wenatchee Apple Blossom, and Sequim Irrigation Festival before the Rhododendron Festival after our festival the float and Royalty will attend Mason County Forest Festival, Marysville Strawberry Festival, Port Orchard Fathom O’ Fathom, Forks 4th of July parade, McCleary Bear Festival, Capital Lakefair, Seattle Seafair (televised) Quilcene Parade and Leavenworth Autumn Leaf Festival. c. Target Audience The target audience is families and persons who enjoy regional travel to take in the best of a destination during a celebratory time. d. Promotion methods you intend to use to reach the target audience. Float participation, ambassadorship by float members, and advertisements in local publications and via social media in jurisdictions where the Jefferson County float participates. e.Describe how you will promote overnight stays at Jefferson County lodging establishments. If you intend to collaborate with another agency or non-profit to provide these services, please state the name of the organization and describe the nature of the N/A. Also, describe how you will document and report to the County the economic impact from your promotion, program, facility, event or activity. (State law requires the County to report annually to the State Department of Community Development and Economic Trade about the number of lodging stays and economic benefit from tourists generated by use of Lodging Tax proceeds for tourism promotion.) Participants in parades and events of this nature are difficult to quantify. Measurement can be achieved via the number of entrants and participants in the parade itself. We had over 100 entries in the 2025 parade including 15 bands from around the state. The festival is a 4 daylong event. We will investigate if we can access request sales tax and lodging tax income records from the County Treasurers office for the Rhody Week period to demonstrate the benefit of the event. 6. What economic impact can we expect in Jefferson County from your proposed promotion, program, facility, event or activity? a. Actual or estimated number of tourists at your event/facility last year (2025): 7200 100 Entrants brought an average of 10 participants each; including marching bands,1 floats from other jurisdictions, etc.: 1000 Each entrant brought an average of 2 support persons including family/ school and others: 200 Spectators for the event included family and friends of local residents and new visitors: 6000 b. Estimated number of tourists who will attend your event/facility this year (2026): 7200 c. Projected economic impact in Jefferson County from your event/facility (e.g. number of tourists who will stay overnight in Jefferson County-based lodging establishments; economic impact for Jefferson County restaurants, community facilities, amenities, events, and businesses). RECEIVED 09/09/25 Page 9 of 24 7.Describe your organization’s area of expertise. Do you provide a unique service? In 1935, Clive Buttermere, a local businessman, convinced the Hearst Metrotone News organization to come to Jefferson County and film the rhododendrons in bloom. Hearst provided “short subjects” ‘to theaters throughout the United States and visited Jefferson County in that year to photograph the wild rhododendrons. As a prelude to Hearst’s arrival, Mr. Buttermere and the business community organized a Queen competition so that there could be a group of young women photographed with the rhododendrons. Nominations were made and the community could vote on their favorite by shopping at participating merchants. Dollars spent equaled votes. Myrtle Olsen was voted the first Rhododendron Queen and filmed by Hearst. In the 1980’s the festival became a non-profit corporation and not affiliated with any one group in the County. Volunteers chair the festival as well as serve as board members. Royalty are provided scholarships from the association to pursue their education. Button sales and contributions from community members and businesses fund the festival. The annual budget is spent on candidates’ expenses, Royalty expenses, float building and maintenance, festival insurance, travel expenses of the float crew and Royalty to between 10 and 15 parades per year. The travel to other communities is not only fun but is a way of promoting Port Townsend and Jefferson County. The Jefferson County Rhododendron Festival is the only major festival in Jefferson County that has been around for 90 years. We have had a parade every year except 1942-43 and 2020. It been voted Best Festival in Jefferson County in the Peninsula Daily News several times. The entire community looks forward to the festival and we hear as we travel around the state how amazing our festival is and the town of Port Townsend. We are the festival that brings family members return to, to enjoy the festival and to be together as families. RECEIVED 09/09/25 Page 10 of 24 3.
