When do you plan on issuing the Cousins Notice to me? It is possible that you may be unaware of Cousins (commend)? For your convenience I have attached the Cousins ruling so that your
attorney can review it and come into compliance with the Washington Supreme Court's mandate.
As for the remainder of the PRA, you should know by now that your inquiry as to whether I want additional installments, is rather disingenuous designed to officiate and hide the truth.
Put simply, Daigle and Corey lied in open Court on September 22, 2014, as to the (very) existence of the hand-written notes connected to the WSP Infraction No. 4Z0699584. Furthermore
you may be assuming that your office is in full compliance with the PRA requirements, for having produced thousands of documents, but none were responsive to items listed below. Therefore
your supercilious inquiry as to whether I want you to continue receiving additional installments, is a non-starter. It's clear that the end date of all of my requests for PRA was defined
as request for documents --commencing from on or about July 25, 2014, through March 21, 2025.
Lets interject some honesty with this my PRA [process], and this circus --as the circuitous route to answering honestly, one simple request for hand-written notes created by Daigle and
Corey - highly esteemed law enforcement agents of the Washington State Patrol (WSP) was deemed to be highly credible by the Honorable Jill Landers, Presiding Judge on September 22,
2014, is highly suspect. Unfortunately, the prosecutor office under the leadership of James Kennedy continues to elude Justice!
If you are not able to locate the following items --as previously stated below, please issue my Cousins notice immediately.
3. Christopher John Daigle, WSP hand-written notes, narrative, regarding Traffic Infraction No. 4Z0699584, identified under oath of its existence on or about September 22, 2014.
4. Casey Corey, WSP hand-written notes, narrative, regarding Traffic Infraction No. 4Z0699584, identified under oath of its existence, for which he handed over to WSP Daigle on or about
July 25, 2014.
Respectfully yours,

Hello Mr. Dahlstrom,
In an email sent to you on March 21, 2025, I informed you that Jefferson County had located no responsive records for parts 2, 3, 4, and 5 of your records request. I have copied the
email I sent to you below. I have also attached a copy of the email that was sent to you by the District Court Administrator, explaining why the court did not have any responsive records.
Neither the Prosecuting Attorney's Office or District Court were able to locate any hand-written notes from WSP officers, such as those you requested, nor did they locate any other
responsive records related to parts 2, 3, 4, or 5.
Since April of this year, Jefferson County has been steadily providing installments of records to you, in response to part 1 of your request. So far we have provided eight such installments.
In particular, there is a large volume of responsive email records, since during the ten plus years of the date range you requested, a large number of emails have been generated that
pertain to you and your court cases.
If the volume of records we are providing is more than you wish to receive, please feel free to respond directly to this email and let me know if you would like to cancel the remainder
of this request. If you do not cancel it, then we will continue providing responsive records for part 1, until we have located and provided all of them to you.
Thank you,
Ken Hugoniot

Laura,
As of today, my PRA documents with approximately 8, 168.00 [pages] and (excluding the ZIP files) have been provided by Jefferson County. It is, however, difficult to extract the contents
of the ZIP files as it is not in a readable PDF-format, therefore, I cannot potent to be able to count the total number of pages that has been provided on 09-05-2025, as a second to
the last installment, prior to my PRA being closing.
Despite the known 8 thousand plus pages already provided to me through PRA request, from 04-18-2025 to 09-05-2025 (via 26 installments), Jefferson County has not produced the items listed
below:
2. Christopher John Daigle, Washington State Patrol (WSP) hand-written notes, narrative, regarding Traffic Infraction No. 4Z0699584 (Generated on or about July 25, 2014, or another date
prior to August 31 , 2014).
5. Mr. Brian D. Gleason, Administrator, please also assume that this request for records is also extended to any records pertaining to Christopher John Daigle and Casey Corey, Washington
State Patrol (WSP) Troopers' hand-written notes in Jefferson County District Court, generated or dated on or about July 25, 2014, until on or about August 31, 2014, regarding Infraction
No. 4Z0699584, issued by Daigle to Raju A.T. Dahlstrom, on July 25, 2014.
Please let me know when I will be able to receive the hand-written documents by WSP Daigle and Corey, as referenced in my March 2025 PRA request. Please be honest and let me know if
they do not exist, and/or alternatively let me know if they are exempt from disclosure under the PRA law. Further, from on or about 2014 to 2025, I have sought the hand-written notes
by WSP Daigle and Corey from the Washington State Patrol. To date, they have not provided the document(s) to me as it pertains to the WSP Infraction # 4Z0699584.
Respectfully yours,
