I would like to express my thanks to the Jefferson County DCD on the thoroughness in the outreach to the
citizens and community in developing the SMP over the past four and a half years. I had multiple opportunities
to express my views, which I received both by email and direct mail.
The SMP respects both the need to protect the ecosystem of the Puget Sound as well as the needs of property
owners. The policies and decisions were amply supported by peer-reviewed science.
Specifically I appreciate the prohibition of all mining and mining-related activities on our natural, conservation
and residential shorelines. While the current pit-to-pier project would be grandfathered, this will at least stop
any future projects.
The clear language of the SMP makes the policies easier to understand by the citizens it will affect, which will
result in consistent land use and improves property values. The 150-foot buffer, which was supported by
significant testimony on numerous occasions, is strongly supported in the current science as a compromise of
buffer widths necessary to protect shoreline functions, while appropriate flexible modifications may be granted
where there is no net loss to shoreline functions.
The prohibition of commercial net pen farming is vital to the present and future health of the ecosystem, as well
as encouraging non-structural remedies in place of shoreline armoring keeps such armoring to a minimum.
Finally, I wish to thank the Board of County Commissioners for their careful analysis of all testimony and the
incorporation of their ideas where appropriate, the involvement of shoreline owners on the Policy Advisory
Committee, and the thorough and consistent efforts of the DCD staff in communicating with shoreline owners
at all stages of the lengthy four and a half year process. A wealth of scientific expertise, foresight, common
sense and transparency guided the process.
