I am very appreciative of the opportunity to express my views one more time. I feel the Department of Community Development (DCD) provided multiple opportunities for involvement over a four year period, including several direct mailings to shoreline property owners. And I also feel it was balanced to meet needs of both property owners and Puget Sounds ecosystem ? using peer-reviewed science to support policies and decisions. Specifically I support this list of items... 150 foot buffers which were supported by ample testimony at all the hearings and meetings and are supported in the current science as a compromise of buffer widths necessary to protect shoreline functions. Plus, provides for flexible buffer modification where modifications are appropriate (i.e., where there is no net loss to shoreline functions). Minimizes the need for shoreline armoring by encouraging non- structural remedies. The felt the clear language and policies make it easier for citizens to understand the SMP and clear regulations provides land use consistency and improves property values. 1 And the big one for me, prohibits commercial net pen farming!!! This is a very detrimental industry that could extinguish our natural source of fish and should never be allowed in any waters. It is too danger our to waters and fish. I was also very pleased with the care that Board of County Commissioners took to analyze every piece of testimony and to incorporate their ideas, where appropriate. This was very much thought through and analyzed fforts of the DCD staff to communicate with shoreline owners at all carefully. I also appreciate the e stages of this ongoing process. Again, thank you for your time to listen to my views in support of the Shoreline Master Program adopted by the Jefferson County Board of Commissioners. Sincerely, Linda Jarvis 2
