RE: The Locally Approved JeffersonCounty Shoreline Master Program
I support the locally approved Shoreline Master Program adopted by the Jefferson County Board of
Commissioners.
While I value the richness of our natural environment and recognize the economic services Puget
Sound’s eco systems provide us, this is a compromise just like all environmental legislation that
continues to allow human enterprise that degrades natural functioning systems. I don't know why
some folks keep saying otherwise. The resource abusers still win and should take their evil winnings
disguised as compromises and go home and pollute some more. Enforcement of this Plan will still be
weak and a local nightmare but It does represent the best intentions of you regulators trying to
moderate between the excesses of a greedy electorate and a feeble outreach of advocates who
actually attempt to understand how science is developed and then used to moderate rather than
prohibit undesirable and destructive human activities. I wish for another Earth Day in the Future
when I can feel, see and Know that the natural functions of any ecosystem are honored and repected
as having more value to human ecology than ANY industry or technology can ever be created to
replace. Go forth and regulate, stop compromising with the greedy, and rave on about natural
functions or we will all die miserable in our own stink of industry and economic incentive. I don't

support geoduck farming in any shoreline habitat as it degrades all interstitial organisms that are the
foundation of the food web.
The Board of County Commissioners, in the final deliberations, carefully and thoughtfully went
through all the oral and written testimony and modified or added elements that were suggested by our
citizens.
I appreciate how the best available science was used in support of designating and regulating
shoreline activities and development. The science utilized by the Technical Advisory Committee, the
DCD, and the Planning Commission grounds the policies and uses in recognizing and understanding
the cause and effect relationship of these uses and activities, while allowing a free market to continue
to undervalue natural functioning systems. Otherwise it would cost too much to degrade the shoreline
environment. Buy now PAY LATER.
I support the 150 foot buffers within the Conservancy and Natural designated areas. I also support
the fact that this a default buffer,and the Summer Chum recovery Plan suggests marine bluffs should
be protected from forest degradtion back 250 feet. And YET there are provisions within the program
that enables property owners to work with the Department of Community Development in crafting
different buffers based on site specific conditions. I support buffer adjustments are based on the
concept of no net loss to the shoreline’s functions and values. So who will state the value in a full and
fair consideration?
I urge you to approve the Jefferson County Shoreline Master Program as it is written. It is the citizens
of JeffersonCounty’s contract with the citizens of the state. We will continue to develop our
shorelines in a sensitive manner that consciously preserves and protects our natural systems
functions and values.
