My colleague Frank Espy & I participated on the Shoreline Policy Advisory Committee throughout the drafting of the plan. We submitted comments to Jefferson County at the various stages of the plan but found that our comments had no impact on the county process. I attach copies of those comments for your review. PTPC would like the corrections made to the final plan. I would also like to comment as an observer: The plan as presented to you does not balance the needs of shoreline preservation with the concerns of the landowners. It is my observation that the only time the county seemed to make changes to accommodate the concerns of shoreline landowners was when the planning commission voted to amend the plan to allow for a less ambitious set back. Those set backs matched the ones found in the City of Port Townsend approved SMP. These and other revisions by the planning commission seemed a reasonable balance between the SMP advocates and the landowners whose property will be impacted. It showed the system was working. Unfortunately, our county commissioners decided to throw out the more balanced plan in favor of the one before you now. The large turn out for Ecology's hearing was overwhelmingly against the plan before you. Please consider adopting the balanced plan. It will protect the shorelines while acknowledging property owners' concerns. It is consistent with the other local plan. And it will waste less of the county & State's legal funds defending an overly prescriptive plan.
