I just found out about the SMA in Jefferson County just recently and was never notified in any way. Publishing it in the newspaper or however the County decided to inform the public before taking our rights away was not acceptable. Participation requirements. (i) Local government shall comply with the provisions of RCW 90.58.130 which states: "To insure that all persons and entities having an interest in the guidelines and master programs developed under this chapter are provided with a full opportunity for involvement in both their development and implementation, the department and local governments shall: (1) Make reasonable efforts to inform the people of the state about the shoreline management program of this chapter and in the performance of the responsibilities provided in this chapter, shall not only invite but actively encourage participation by all persons and private groups and entities showing an interest in shoreline management programs of this chapter; and (2) Invite and encourage participation by all agencies of federal, state, and local government, including municipal and public corporations, having interests or responsibilities relating to the shorelines of the state. State and local agencies are directed to participate fully to insure that their interests are fully considered by the department and local governments." Additionally, the provisions of WAC 173-26-100 apply and include provisions to assure proper public participation and, for local governments planning under the Growth Management Act, the provisions of RCW 36.70A.140 also apply. At a minimum, all local governments shall be prepared to describe and document their methods to ensure that all interested parties have a meaningful opportunity to participate. Why is it that the State government and the Indian tribe get informed directly and affected homeowner do not? If I was getting a permit to do something from the Department of Ecology you can bet they require that all affected property owners within a certain range of the project would get sent direct notification. I must protest the way in which Jefferson County informs interested and affected parties. You would think that every single person with waterfront property would be directly affected and that direct notification would be a requirement. I have tried repeatedly to send my comments to Jefferson County and every time I try the website is broken, the link is missing or will not send my comment through. I find that this is unexceptable for any government agency. I still do not know where to send my comment to the County. I don't think the effort to inform the public was adequate. They certainly know how to reach us when it is time to collect property taxes. I would like to reserve the right to further comment on this and the SMA in the future. 1 Sincerely Bruce Olsen 2
