I strongly object to this program. I have lived in rural Jefferson County for 34
years and have seen nothing to indicate that this regulation is needed.
In addition, I think the "no net loss" clause is a recipe for bureaucratic abuse in the
absence of a well established and documented baseline for each individual property.
