Dear Jeff:
The Jefferson County Shoreline Management Plan process was long and extensive. It engaged
numerous citizens and organizations over a period of years, including shoreline owners on the
Policy Advisory Committee. The overall plan was given "thumbs up" by both the County
Commissioners and the knowledgeable citizens who gave of their time and focus on this
important document. The final result is a great "role model" to follow by other counties and
municipalities .
The point is to protect our shorelines for the wildlife dependent on them. We humans are
dependent on solidly protected shorelines and marine life. So the prohibition of all mining
and mining-related activities on our natural, conservation, and residential shorelines must
be upheld.
The 150 foot buffers are necessary because, as global warming and rising tides progress,
those buffers will shrink. So more today is more protection for tomorrow.
The negative history of net pen farming is well known, world wide.
Wild salmon and marine habitat have been decimated and whales have lost migratory pathways
due to these operations. I have followed the issue since 1987 with the attempt to site these
in Discovery Bay. I belong to five organizations that have studied the human and wildlife
affects of this industry. The prohibition of commercial net pen farming is a given to
prohibit, for human health and environmental reasons.
The document provides land use consistency and improves property values.
It falls in line with DNR direction in that it minimizes the need for shoreline armoring by
encouraging non-structural remedies.
I hope Ecology will approve the plan submitted by Jefferson County.
As I live in Clallam County, the Jefferson County SMP will be a good guide for my County and
the cities SMP development.

RE: The Locally Approved Jefferson County Shoreline Master Program
I support the locally approved Shoreline Master Program adopted by the Jefferson County
Board of Commissioners.
The citizens of Jefferson County and the state value the richness of our natural environment
and recognize the economic services Puget Sound’s eco systems provide us. The interface
between land and water belongs to all the citizens of the state, and the revised Shoreline
Master Program guides us through policy and regulations to enable us to continue to be good
stewards of Jefferson County’s shorelines.
The State Legislature, the Department of Ecology, the Department of Community
Development, and the Jefferson County Board of Commissioners are to be commended for
providing the tools and mechanisms to enable the citizens of Jefferson County to play an
intimate part in the development of this revision. Never before in the history of land use
planning have we experienced such detailed outreach efforts to engage land owners and
citizens. There were multiple mailings to property owners; workshops and presentations held
throughout the county, and multiple public hearings. The Board of County Commissioners, in
the final deliberations, carefully and thoughtfully went through all the oral and written testimony
and modified or added elements that were suggested by our citizens.
I appreciate how the best available science was used in support of designating and regulating
shoreline activities and development. The science utilized by the Technical Advisory
Committee, the DCD, and the Planning Commission grounds the policies and uses in
recognizing and understanding the cause and effect relationship of these uses and activities.
I support the 150 foot buffers within the Conservancy and Natural designated areas. I also
support the fact that this a default buffer, and that there are provisions within the program that
enables property owners to work with the Department of Community Development in crafting
different buffers based on site specific conditions. I support buffer adjustments are based on
the concept of no net loss to the shoreline’s functions and values.
I urge you to approve the Jefferson County Shoreline Master Program as it is written. It is the
citizens of Jefferson County’s contract with the citizens of the state. We will continue to
develop our shorelines in a sensitive manner that consciously preserves and protects our
natural systems functions and values.

Talking Points for the Locally Approved Jefferson County Shoreline Master Program
I talked to Jeffree Stewart on Tuesday and he said the letters are coming in 50/50 for and
against.
Here are some suggested talking points for your testimony: Please modify to fit your style of

1. Citizen involvement and community outreach was outstanding.
2. Department of Community Development (DCD) provided multiple opportunities for
involvement over a three and a half period, including several direct mailings to
shoreline property owners.

5. The SMP recognizes that the shorelines are owned by all the citizens of the state.
Specific items we like
1. 150 foot buffers which were supported by significant testimony at all meetings and
hearings, are supported in the current science as a compromise of buffer widths
necessary to protect shoreline functions.
2. Provides for flexible buffer modification where modifications are appropriate (i.e., where
there is no net loss to shoreline functions)
3. Clear language and policies make it easier for citizens to understand the SMP
4. Clear regulations provides land use consistency and improves property values
5. Prohibits commercial net pen farming
6. Minimizes the need for shoreline armoring by encouraging non- structural remedies
Special appreciations
1. Care that Board of County Commissioners took to analyze every piece of testimony and to
incorporate their ideas, where appropriate
2. Involvement of shoreline owners on Policy Advisory Committee
3. Efforts of DCD staff to communicate with shoreline owners at all stages of the four and a
