The Point No Point Treaty Council (PNPTC) is a tribal organization that provides fisheries and habitat support services to the Jamestown S’Klallam and Port Gamble S’Klallam Tribes, who have Usual and Accustomed Treaty Rights in the area proposed. For many years we have participated in discussions to review this project, but have heard very little information on this project since 2018. PNPTC requests a technical meeting with staff to better understand this proposal and get up to speed on the current status of the project background, timelines, scientific review of the development, any changes to the proposal, meaningful opportunities for tribal engagement and proposal review, and discussion of environmental concerns for this project. We would welcome a joint meeting with our member tribes, the Port Gamble S’Klallam Tribe and the Jamestown S’Klallam Tribe. Additionally, our tribes are concerned about the potential deleterious effects to historic cultural resources and would like our member tribe’s Tribal Historic Preservation Officers to be present. We request the comment period be extended by 30 days after the meeting with Jefferson County is held. Please let me know if you have any questions at crossi@pnptc.org. We appreciate your time. Kindly, Cynthia A. Rossi Habitat Protection Program Manager Exhibit 66B
