NE – Kingston, WA 98346 Page 1 May 21, 2024 Josh Peters Director, Department of Community Development Jefferson County 621 Sheridan Street Port Townsend, WA 98367 Email: jpeters@co.jefferson.wa.us RE: Pleasant Harbor Master Planned Resort, Case No. SUB2023-00025 Dear Director Peters, Thank you for the opportunity to comment on permit application SUB2023-00025, the Preliminary Plat of The Hamlet of Pleasant Harbor, for the Pleasant Harbor Master Planned Resort. The proposed project is located in an ecologically and culturally significant area of the Port Gamble S’Klallam Tribe’s usual and accustomed grounds and stations (U&A). The Tribe is invested in the preservation of tribal treaty rights to fish, hunt, and gather in their U&A as well as the preservation of the ecosystems that support these rights. This proposal is part of a long-standing land use and development proposal for which the Port Gamble S’Klallam Tribe (PGST) has had strong concerns for impacts related to cultural resources, water quality, impacts to shellfish harvest areas and the potential for tideland closure, impacts to the local elk herds, and lack of a meaningful government-to-government consultation process. Many of the tribe’s concerns related to this proposal are outlined in the August 9, 2017, letter from late Chairman Sullivan (please see attached). A public comment period extension was requested, but due to current regulations in place, could not be granted. Therefore, comments provided at this time are limited to PGST concerns already on record and on project information available at this time. A meeting with county staff for a project briefing is currently being scheduled for June 11th. This meeting will help staff determine if a formal Government-to-Government will be requested and will inform follow-up comment letters.
