Re: Pleasant Harbor Master Planned Resort (PHMPR) Preliminary Plat Approval Comments
Dear Ms. Haworth,
Thank you for your request to comment on the PHMPR project as an affected agency.
Mason County PUD No. 1 is the electric service provider for Brinnon, Washington. As of the date of this letter, PHMPR
is able to receive up to 0.5 megawatt (MW) of power from Mason PUD 1 under the classification as a General Service
customer.
Any power supply greater than 0.5 MW requires a Large Load agreement that would include the process for
determining the necessary system improvements (i.e. line extension and substation transformer capacity upgrades)
and the costs and timeline to make those improvements. While the PUD is able to begin the Large Load process with
PHMPR leadership to do the engineering and construction to build out the line extension and enter into contracts for
power supply for their development, the leadership at PHMPR has not yet paid the deposit and entered into an
agreement to commence the work. The PUD has been in intermittent talks with Garth Mann for nearly 15 years
regarding power supply for his development. He has declined to enter into an agreement with the PUD or pay the
deposit to begin the necessary work so far.
Moreover, the PUD must reserve both power and the transmission capacity from Bonneville Power Administration,
who is the power marketing authority for our region. While this work can certainly start when PHMPR makes their
deposit and enters into an agreement with the PUD, it has not been initiated to date. It also takes quite a while to do
this system planning both internally and with BPA, and the reservation of electricity and capacity for the development
requires an additional deposit or bond guarantee to secure the power in 24-month increments, via a Power Purchase
Agreement between the PUD and PHMPR.
The PUD has no objections to PHMPR’s development, but we are not able to serve the development any power at this
time greater than 0.5 MW. Given that we have not entered into an agreement, we also do not have a timeframe for
when we would be able to provide sufficient power supply to support their planned construction activities as
proposed in this preliminary plat application.
