Hello Cristina,
Thank you for the opportunity to comment on the preliminary plat approval request for the Pleasant Harbor Master
Planned Resort (PHMPR) project on the Black Point peninsula.
The Department of Ecology has issued two superseding water right permits (G2-30436 and S2-30437) authorizing
water use for irrigation, multiple domestic and industrial/commercial purposes by the Permittee. These permits
are under development and are in good standing.
The other water right document listed below (G2-20465) was issued to the former American Campgrounds, Inc.
located on Black Point. We have made a preliminary finding that this particular right has been either wholly or
partially relinquished because of non-use. Ecology sent a letter to the PHMPR on July 31, 2024, documenting our
findings, and requesting that it show cause for why the right should not be relinquished. We have yet to receive a
formal response to that letter.
We have no other comment currently regarding the merits of the plat approval request.

Good morning Mr. Marti,
Jefferson County received a request for preliminary plat approval for the Pleasant Harbor Master Planned Resort
(PHMPR) project on the Black Point peninsula in the Brinnon community. The project address is 308913 US Hwy 101,
Brinnon, WA 98320. As an affected agency, we are requesting your review and comments on the project
proposal. A confirmation of your receipt of this request would be very much appreciated.
Please note that the project is regulated by a Development Agreement (DA) and some standards are vested pursuant to
that Agreement and/or prior decisions. Regulatory documents are available online at:

Comment Deadline: January 17, 2025
Pursuant to DA Appendix D (Land Division standards in effect at the time the DA was executed) sec. 18.35.320 and DA
Appendix C (Permit Processing and Review Procedures in effect at the time the DA was executed) sec. 18.40.120,
affected agencies and County departments have 14 days to comment, except that State agencies have 28 days to review
special reports. The development code administrator may grant an extension of time if needed; please request an
extension in writing prior to January 17, 2025, if you need more time.
