Introduction
This matrix compiles all conditions listed in the 2007 FEIS the 2015 FSEIS, and Ord. No. 01 -0128-08, notes the project area the condition applies to, notes the
phase of project development the condition applies to, and provides a completion status supporte d by staff analysis. The conditions are listed in the order they
appear in the FSEIS.
Definitions
The following definitions apply to the Project Area, Project Phase, and Completion Status categories:
Applicable Project Area:
• Resort: Upland Golf Resort
• Marina: Pleasant Harbor Marina
• All: All project areas identified in the
Development Agreement
Applicable Project Phase:
• Environmental Review: Project-level SEPA
analysis
• Development Agreement: Project
development agreement between PHMPR
and Jefferson County
• Site Design: Updates and finalization of site
layout, including placement of buildings
and infrastructure
• Preliminary Plat: Where identified by a
condition, preliminary plat review and
decision
• Construction Permits: Preparation and
review of construction permits
• Construction: Active construction activity,
as defined in Chapter 18.10 JCC.
• Operation: Active project operation
Completion Status:
• Complete: Measures for compliance clearly
complete. In some cases, the FSEIS
identifies a condition from Ord. No. 01-
0128-08 and/or the 2007 FEIS as complete
and further staff review is not required.
• Ongoing: Measures for compliance are
partially complete or otherwise will continue
in a subsequent phase of project
development.
• Not Complete: Measures for compliance
not clearly complete
AUTHOR’S NOTE: Where a condition is not applicable to the upland golf resort, not applicable to the current phase of review, and/or is compl ete, the matrix row
with the condition and related information has been shaded in gray. Where a condition is applicable to the up land golf resort and is applicable to site design and/or
preliminary plat and has not yet been determined complete, the row is unshaded and the condition is further addressed in the staff report.

The site contains several
intermittent or seasonal stream
channels (Type “Np” or “Ns”

steep in gradient and blocked
from fish passage due to
structural barriers. Per JCC
18.15.315, Type NP or Ns
streams require a 50-foot buffer
of native vegetation. The

requirement. Additionally, the
creation of a complete and
modern treatment system for

consult with the resort, the local
residents, and the State (both
WDOH and WDFW) concerning
the source of the change. The

The FSEIS indicates that the 2012 Pleasant

fulfills this condition.
Appendix P to the Development Agreement is
a Wildlife Management Plan (with

Wetlands B and D meet or exceed the
requirements in Chapter 18.22 JCC (as
vested in the Development Agreement).
Under this code, all final wetland buffers must
be marked in the field with a permanent
physical separation, such as a fence or

wetlands and their buffers to be placed into
permanent conservation easements. These
requirements will be included as conditions of
