Dear Mr. Holbert,
Per your request, we have prepared this letter to provide our responses to the Jefferson County review
comments related to the project geotechnical engineering report.
For this project, we have previously prepared following documents:
A geotechnical engineer of record (GEOR) letter, dated April 7, 2023.
A draft infiltration feasibility evaluation letter, dated June 10, 2024.
A limited geotechnical engineering letter related to Staff Housing retaining wall, dated August 21,
2024.
We have reviewed the revised technical review comments, prepared by Jefferson County Department of
Community Development, dated August 16, 2024. We understand that the item 7 comment is related to
project geotechnical report. We were requested to provide our response to the item 7 comment.
Comment 7 a
GeotechnicalStudy. The2008geotechnicalreportpreparedfortheEISandSEISevaluatedasignificantly
different version of the site plan. Please provide an updated geotechnical report that addresses project
changes since 2008 pursuant to Development Agreement Appendix B, sec. 18.22.170(9). Refer to
geologically hazardous area report requirements in Development Agreement Appendix B, sec. 18.22.420.
The report should include or be accompanied by a site plan that identifies geologically hazardous areas.

We have reviewed the geotechnical engineering report titled “Final Draft Geotechnical
Investigation – Pleasant Harbor Marina and Golf Resort – Jefferson County, Washington – Project No.
SG0801”, prepared by Subsurface Group (SG), LLC, dated January 23, 2013. We understand that the
geotechnical report was prepared for the proposed development consisting of:
Wastewater Treatment Plant
Maritime Village Building – 42 Units
Reunion House – 12 Units
Harbor View House – 12 Units
Remodel/Reconstruct Marina Commercial
Remodel;/Reconstruct Existing Pool and Change Building
Golf Terrace and Conference Center/Spa – 191 Units
Golf Course
Golf Terraces 2, 3 and 4 – 329 Units
Sea View Villas – 36 Units
Golf Vistas – 38 Units
Maintenance Building and Staff Quarters – 52 Units

Based on our review of the civil plan sheet 1 of 26, prepared by Hatton Godat Pantier (HGP), dated June
2024 and our communications with the client, we understand that the proposed development now consists

Based on our review of the geotechnical report and proposed development, it is our opinion that the
proposed development should not adversely impact the existing potential geologically hazardous areas,
provided that the design and constructions follow the recommendations presented in the geotechnical
report and our subsequent geotechnical engineering letters. Additionally, a representative of Krazan &
Associates, Inc. should be present at the site during the earthwork activities to confirm that actual
subsurface conditions, including foundation bearing soils, are consistent with the geotechnical
report/letter(s) findings.
Note:A layout showing the geological hazardous areas was provided with the original geotechnical
report, and is attached to this letter for reference. Civil Plan sheet 1 of 26 is also attached for reference.
These layouts should not be utilized for scaling purposes as these are scanned or compressed images.
Comment 7 b
Recommendations. Some recommendations in the geotechnical report apply to project design, such as
maintaining a 100-foot buffer from the top of shoreline slopes to all buildings, roadways, and
infrastructure. Further review for specific project recommendations will be completed when the
geotechnical report is updated.
We concur with the original geotechnical report findings and recommendations. A 100-foot
setback should be provided to all the proposed hardscape structures from the moderate to high landslide
hazard potential areas as shown on the Figure 16 of the original geotechnical report.

Comment 7 c
Phasing. The 2008 geotechnical report indicates that staging construction work in phases over a number
of years is a mitigation measure to address risk associated with geologically hazardous areas. The report
should consider the proposed sequence of construction for the project.
Based on our communications with the client, we understand that the current proposed phasing will be as
following:
1) Phase 1a will consist of site clearing and grading and beginning of construction of the golf course.
Construction of the road network from gate to gate with building footprints for the Agra House,
Staff Housing, the WWTP, the Event Center, and the Inn by the Sea. Construction of Highway
101 interchange with Black Point road. Stormwater management and storage.
2) Phase 1b will include construction of the water storage tank and associated distribution system,
the septic lift system and associated underground piping. The Sea View Villas, and Vista Views
will also be started in this phase.
3) Phase 2 will include construction of the Maritime Village, Olympia House, Cascadia House and
Eagle’s Nest. Continuation of construction of the Sea View Villas and the Vista Views.
In our opinion, the proposed phasing should not adversely impact the exiting potential geologically
hazardous areas, provide that the constructions follow the recommendations presented in the geotechnical
report and our subsequent geotechnical engineering letters.
