Highway 101 Brinnon, Washington Dear Mr. Hodges, Per your request we have prepared this limited geotechnical engineering letter regarding clarification for the setback and buffer from top of the shoreline slope/coastal bluff at the above-mentioned project. For our use in preparing this letter, we have reviewed the following documents: A geotechnical engineering report titled “Final Draft Geotechnical Investigation -Pleasant Harbor Marina and Golf Resort –Jefferson County, Washington –Project No. SG0801”,prepared by Subsurface Group, LLC,dated January 23, 2013; Pages 39-44 & pages 109-110 from an annotated document titled “Jefferson County Staff Report –Pleasant Harbor Master Planned Resort (SUB2023-00025)–Exhibit 1”, dated September 15, 2025, prepared by Jefferson County Page 109, item 64 of the Jefferson County Staff Report states the following: “The top of slope of the coastal bluff on the west side of the property shall be determined by a geotechnical engineer or equivalent qualified professional. The geographic extent of the top of slope and the 100-foot setback specified by the geotechnical report shall be shown on all relevant plans, including but not limited to the final plat and plans for infrastructure or building construction in the vicinity. The additional five- foot buffer from the landward edge of the 100-foot buffer required pursuant to JCC 18.22.170(6)(g) shall be shown on all relevant plans, including but not limited to the final plat and plans for infrastructure or building construction in the vicinity. Offices Serving the Western United States code administrator in his sole discretion. All improvements meeting the definition of “structure” set forth in JCC 18.10.190 shall be relocated outside the setback and buffer. this includes but is not limited to, roads, single-or multi-use paths, parking areas, stormwater ponds, underground utilities, and tee boxes.” The ‘Landsliding and Steep Slopes’ section of the January 2013 geotechnical report by Subsurface Group, LLC.,recommends a minimum setback of 100 feet from the top of the shoreline slope for all buildings, roadways, and infrastructure facilities. From a geotechnical standpoint, development of single-or multi- use paths, tee-boxes, and/or stormwater conveyance systems (including berms, ditches, and swales) within the 100-foot setback from the top of the shoreline slope will not adversely impact the site slopes and associated buffer. However, development of any kind should not occur within the naturally vegetated, 30- foot buffer from the top of the shoreline slope. We appreciate the opportunity to provide this service for you.
