(ECY) Subject:Jeff Co SMP Categories:LASMP Public Comment Jeffree Stewart Regional Planner Washington State Department of Ecology Mr. Stewart, (I’m sorry if you are also in receipt of my email from last night, which was much more articulate than this one. I couldn’t tell if it really got sent or not, and didn’t keep a copy.) We are property owners in East Jefferson County, at Bywater Bay. We have read through the proposed Shoreline Management Plan, and have issues and questions about it. Its intention to protect the natural habitat of the shoreline is laudable, however the measures proposed are unnecessary and extreme. Most of our neighbors are very protective of their property and try very hard to maintain their frontage in as natural a state as possible. The 150 foot shoreline buffer is quite a bit more than the previously State-mandated 50-foot setback. It would make for more effective use of permit processing time to require a larger setback for a specific property only if the County inspection and appropriate reasons require it. With waterfront being taxed at a very high rate, it is unfair to then tell property owners that they cannot use their waterfront. Perhaps the County and the owner can negotiate a purchase by the County of the setback area, so that the owner’s taxes can be reduced and the County can then maintain the pristine and natural shoreline buffer area to its standards. These suggestions are, of course, not as well thought out as the County’s proposed Shoreline Management Plan. We also have objections to other sections of the Plan, and would like to reserve our right to comment and question further. If you have any questions, please contact us. Thank you.
