HomeMy WebLinkAbout32B_Roadway Width Response 2025-0829 520 Kirkland Way, Suite 100, Kirkland, WA 98033 (425) 889-6747 www.tenw.com MEMORANDUM DATE: August 29, 2025 TO: Cristina Haworth, AICP Jefferson County FROM: Elyse Stemmler, PE TENW SUBJECT: Minimum Roadway Width – Response to SUB2023-00025 Technical Review Comments Pleasant Harbor Master Planned Resort TENW Project No. 2901 This memorandum summarizes the potential road modifications to Pleasant Harbor Master Planned Resort project in response to the August 19, 2025 meeting with Jefferson County. The proposed modifications may have a minimal effect on the submitted plat falling within “JCC 18.35.330 – Minor modifications to a final long plat”. Overview of Design Context The potential road modifications to the Pleasant Harbor Master Planned Resort project are summarized below, Table 1. The Jefferson County Code (JCC) Title 18 Unified Code Development, Chapter 18.30 Development Standards, Section 18.30.080 Roads adopts the American Association of State Highway and Transportation Officials (AASHTO), A Policy on Geometric Design of Highways and Streets, and Washington State Department of Transportation (WSDOT) Design Manual. The roadway segments have been categorized based on presence of vertical curb and ADT. Roadway segments with vertical curb follow WSDOT Design Manual standards, Exhibits 1231-1, 1239-1, and 1239-11 for roadways with a speed less than or equal to 35 MPH, Attachment A. Roadway segments with no vertical curb and ADT greater than 400 veh/day follow standards from A Policy on Geometric Design of Highways and Streets (AASHTO) Table 5-5, Attachment B. Roadway segments of Local Access Roadways with no vertical curb and ADT less than 400 veh/day follow Jefferson County Road Standards adopted as part of Resolution 60-22, November 21, 2022, Attachment C. The classification of roadway segments is marked on the site plan, Attachment D. Additional modifications to the Pleasant Harbor Master Planned Resort project include shifting the shared- use path to the outside of the bio swale throughout the site to achieve the 3’ minimum buffer requirement for a shared-use path per WSDOT Design Manual Exhibit 1515-4, Attachment A.
