Review on Hold for Scope and Fee Negotiation
Dear Mr. Holbert:
Thank you for responding to Jefferson County’s comments dated August 16, 2024. Pursuant to
Development Agreement Appendix E, Chapter 18.40 JCC, sec. JCC 18.40.110(6)(b)(ii), Jefferson County
has up to 14 days to determine that the submittal satisfies the request for information before the 90-day
preliminary plat review clock recommences.
Per your February 3, 2025, email, PHMPR approved Otak “for the civil review of our preplat subject to an
approved scope and budget.” The review clock is on hold pending the negotiation of the scope and
fee for civil engineering-related aspects of the preliminary plat review. The review clock will
resume until PHMPR has authorized the scope and fee in writing. Planning review on the preliminary
plat will continue during this time; other permits and reviews are not affected. We look forward to
discussing the scope and fee with you, and the draft staff report when our analysis is ready.
