I am writing to provide my comments on the Application for Preliminary Plat for the Pleasant Harbor Master Planned
Resort.
In December 2024 and early January 2025, I met with Statesman Group owner, Garth Mann, on three occasions while
considering a potential marketing position designed to increase the MPR’s visibility prior to lot pre-sales. During these
meetings, Mr. Mann shared detailed information about the plan and proposal for “The Hamlet at Pleasant Harbor.” I
have contemporaneous notes and email correspondence that corroborate these discussions.
My concerns are as follows:
1. Statesman is actively pursuing $150,000,000 in financing to complete this project. As of January 1, 2025,
multiple banks had already declined financing. Statesman has been unable to demonstrate proof of market
demand for the proposed homes and was seeking input from a local realtor in order to establish credibility.
2. The company intends to construct all buildings, including residential units, using steel modular construction.
However, these plans have not been registered with L&I as legally required. While this may not directly affect
the plat itself, it indicates a conscious effort to bypass state regulatory oversight.

3. The proposed water source for the project remains unclear. As of January 1, 2025, the stated plan was to
purchase Rocky Brook Falls for the MPR’s exclusive use. Without a reliable water supply, adequate fire
mitigation will be impossible.
4. Despite modifications to residential unit allocation, the core issue remains that small lots on narrow roads are
inappropriate for a rural environment. This design will hinder emergency access and jeopardize safe evacuation
in case of natural disaster or fire.
5. No improvements have been proposed for the intersection of Hwy 101 and Black Point Road. This omission
raises valid concerns about traffic congestion and safety.
In addition to these issues, Statesman’s track record with other developments raises further doubts. For example, the
Pineridge Mountain community advertises itself as a completed project, yet only a fraction of homes have been built
and none of the promised community amenities have been delivered. This pattern suggests Pleasant Harbor risks the
same outcome. With an absentee Canadian management team and uncertainty regarding Mr. Mann’s ability to
personally see the project through, serious questions remain about its long-term viability and oversight.
