These values were set in 1997 by the Water Utility Coordinating Committee (WUCC) and still hold the same values to this day. They are as follows: Residential- 750 GPM; 30 minute duration Commercial-1000 GPM; 60 minute duration Multi-Family residential 1000 GPM; 60 minute duration Industrial- 1500 GPM; 60 minute duration Please take note that these adopted standards are in excess of the minimums contained within WAC 246-293-640. Jefferson County typically uses mutual aid and water tenders to fight fire in a rural jurisdiction. The Washington Survey and Ratings Bureau (WSRB) assigns “tender credits” to aid in fire flow in rural jurisdictions. The applicant acknowledges these adopted standards and states that supply and duration will be satisfied throughout the development. Future structures will be subject to flow testing prior to issuance of permit to vet the presence of the required flow. Wildfire fighting tactics do not rely solely on fire flow as mechanical means of fuel reduction, fire breaks and air support are typically employed and have been employed recently in the Brinnon area. The defensible space proposed and the construction style of proposed structures comply with ignition resistant construction standards found in Firewise and similar Wildland-Urban Interface recommendations. These measures are not a substitute for code required of automatic sprinkler systems, depending on occupancy type and use. Exhibit 72 Minimum standards of fire safety and equipment are the responsibility of the developer to provide during construction and prior to functional hydrants. Jefferson County requires developers to collaborate with the county and provide a detailed scope of work involved at each phase of construction. This could include portable tanks or water trucks as well as pumps or other equipment depending on the activity and or construction details.
