Installation for the PHUGA, Project No. 405-2127-0, Ecology
Agreement No. WQC_2024_JCoPWE-00034
Statement of Issue: Change Order No. 4 with Strider Construction of Bellingham,
Washington.
Analysis/Strategic Goals/Pro's 8t Con's: This change order changes the contract to
include increased cost for the installation of a float switch for the bar screen and the
bar screen at the county jail. The float switch will provide a high level alarm, which
will sound when the liquid/solid level within the bar screen reaches a certain
elevation. The bar screen will collect garbage for removal, prior sending the influent
into the grinder pump.
Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 4 is
$24,750.70. The contract amount will increase from $2,806,159.90 to $2,830,910.60.
NOTE, the cost includes 9.2% sales tax. The project is funded at 100% by the
Department of Ecology combine funding package (Centennial grant, State Revolving
Fund (SRF) loan and SRF forgivable loan).
Recommendation: Public Works recommends that the Board authorize Change Order
No. 4 with Strider Construction, and return one original to Public Works for further
processing.
