A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. 2.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 3.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 4.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 5.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 6.) The identified Fish and Wildlife Habitat Area (Type I Stream), shall maintain a vegetative buffer setback of 150 feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM) to the single-family residence with attached garage. 7.) An additional setback of five (5) feet is required from the edge of the buffer area to the proposed single-family residence with attached garage. 8.) A permanent physical separation along the boundary of the buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 9.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer- Do Not Remove or Alter Existing Vegetation." 10.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 12.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less than one-half acre unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Unified Development Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a Permitted Use in Table 3-1 of the UDC, and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area (ESA). 13.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 14.) The building height is not to exceed 35 feet. 15.) Minimum setback from Valley View Ln right-of-way shall be 20 ft. Minimum side and rear setbacks shall be 5 ft unless an environmentally sensitive area (ESA) exists, then the stricter setback shall apply. 16.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 4 17.) Exterior lighting for residentialOes shall not exceed twenty feet(20') in heiftrom the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 18.) A stormwater plan for a large project has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 19.) A minimum of four(4) parking spaces are required for the single family residence and accessory dwelling unit(ADU). 20.) A minimum "no touch" buffer of 100 feet shall be established along the Duckabush River to protect mature conifer and future loafing sites for Harlequin Ducks. Minimum human disturbance within and adjacent to this riparian buffer during the April through June breeding season is recommended. 21.) Human disturbance shall be kept at a minimum to ensure the health and reproductive success of the Roosevelt Elk. The property shall retain to the greatest extent practicable any existing native vegetation. The landowners shall be very aware that any landscaping would likely become an attractant to elk. The elk habitat will likely have some damages to the property due to foraging. 22.) The development shall assure that surface water runoff does not pollute adjacent waters or cause soil or breach erosion either during or after construction. 23.) All trees and understory lying outside of road rights-of-way and utility easements shall be retained (except for hazard trees) during clearing for roadways and utilities, provided that understory damaged during approved clearing operations may be pruned. Damage to vegetation retained during initial clearing activities shall be minimized by directional felling of trees to avoid critical areas and vegetation to be retained. Activities and improvements which do not significantly affect the function of the Fish and Wildlife Habitat Area or Stream Buffer(s) (including viewing structures, outdoor scientific or interpretive facilities, trails, etc) may be permitted in Fish and Wildlife Habitat Areas or Stream Buffers. Trails and other activities shall be planned to minimize removal of trees, shrubs, snags and important wildlife habitat. 24.) Viewing platforms, interpretive areas, benches and access to them, shall be designed and located to minimize impacts to wildlife, fish, or their habitat and/or critical characteristics of the affected conservation area. Trails, in general, shall be set back from stream so that there will be minimal impact to the stream from trail use or maintenance. Trails shall be constructed with pervious surfaces when feasible and trails within the Fish and Wildlife Habitat Area are not intended to be used by motorized vehicles. 25.) Chemical applications are not permitted with the Fish and Wildlife Habitat Area unless expressly approved as part of a farm plan, forest practices application, or for the control of invasive or noxious plant species. In cases where approved chemical applications occur as part of a forest practices application, proper reporting procedures shall be followed. Chemical storage shall not be permitted in a the Fish and Wildlife Habitat Area or the Stream Buffers. 26.) No land use or development activity, even if the activity does not require a permit, shall be allowed that alters the function or character of the Fish and Wildlife Habitat Area or its buffers. This includes, but is not limited to activities involving: (1) The removal, excavation, grading, dumping, discharging, or filling of any material unless part of a project which has been permitted pursuant to the Jefferson County Unified Development Code. (2) The destruction or alteration of the Fish and Wildlife Habitat Area or its buffers through clearing, grading, harvesting, shading, intentional burning, vegetation removal or planting of vegetation that would alter the character of the Fish and Wildlife Habitat Areas or its buffers, unless part of a project which has been permitted pursuant to the Jefferson County Unified Development Code. Project Overview 1. Describe the proposed developed conditions of the site. Indicate position and relative size of proposed improvements on the site map. tie This project proposes to add one single family,residence to a 15.18 acre lot. There is an existing cabin with an existing access road with a total of 9072 sf o f impervious area. The residence will be located 75 feet from the east property line. Existing Conditions Summary 2. Describe the ex topography. Indicate contours on the site maps The site is on the top of a knoll with slopes in excess of 25% to all but the east side. 3. Describe the existing vegetation. Indicate native vegetation areas on the site map. The existing vegetation is brush with some trees. the native vegetation areas are all areas outside of the clearing limits. 4. Describe the existing soils. Indicate soil type on the site map. Ahl very gravelly loam, 50 to 70%. This is consistent with the findings in the soil logs. Map attached. Describe significant geographic features and critical areas (i.e., environmentally sensitive areas such as wetlands, streams, steep slopes,etc.)on the site. Indicate location on the site map. The existing land uses and structures are consistent with single family residences.The roads are unpaved and the critical area is the Duckabush River. Permanent Stormwater Control Plan This portion of the Stormwater Site Plan consists of the selection and installation.of the appropriate stormwater control BMPs and facilities to remain in place after construction of the project is completed. "Medium'size projects are required to have the totals calculated of all impervious surfaces, pollution-generating impervious surfaces, and pollution-generating pervious surfaces to verify that the thresholds for treatment facilities and flow control facilities are not exceeded. g, Describe the developed site hydrology, as proposed. Indicate whether stormwater will be fully dispersed(i.e., per BMP T5.30 in the Manual)or,if not,what types of stormwater flow control will be utilized for the site or specific threshold discharge areas within the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. This site will be using a pond with a control structure for flow control. The pond was designed using the WWHM Soft-ware from Aquaterra. 10. If the project requires the use of stormwater treatment facilities,describe the types of stormwater treatment facilities proposed for use on the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. [This is normally for large'projects or projects that involve the potential for dispersion of contaminants.] The stormwater treatment facilities will be a biofiltration swale after being released from the pond. The water will flow down the impervious surfaces to catch basins with spill control to the pond then through the bioswale. 11. Describe the performance goals and standards applicable to the project. The performance goals are as stated in the Western Washington Manual. The real goal was to have as little impact on the site as possible. We designed the release from the bioswale to discharge into the seasonal natural drainage chanel where it would have accumulated prior to development. 12. Descnbe the flow control system.
