Intersection
Background
In accordance with the Mitigated Determination of Non-Significance (MDNS) issued on June 17,
2025 for project SUB2025-00012, Habitat for Humanity of East Jefferson County acknowledges
the requirement to coordinate with Washington State Department of Transportation (WSDOT)
to ensure appropriate mitigation related to the proposed development of Parcel No. 901023007
in Port Hadlock. Further, we are pleased to have the partnership of Jefferson County Public Works
in consultation with WSDOT as appropriate.
Habitat will implement the following mitigation measures, which shall fully satisfy and
discharge its obligations under the MDNS:
1. Interim Channelization Improvements – SR116/SR19 Intersection
o Habitat shall prepare an ICE (Intersection Control Evaluation) to support due
diligence efforts requested by WSDOT.
o This document will substantiate the proposed interim mitigation of a 4-way stop
at the SR116/SR19 intersection.
o The 4-way stop is intended as an interim measure until funding is secured for a
roundabout, as identified in the Jefferson County Comprehensive Plan.
2. Plan for Approval
o Habitat will submit a Plan for Approval detailing the proposed channelization
changes for County and WSDOT review, comment, and approval by WSDOT.
3. Timeline for Installation
o Habitat understands that improvements are required prior to occupancy, unless
a phased construction agreement is approved.
4. Requirement to Pay for Mitigation
o Habitat understands that it will be required to bear the cost of the required
improvements as part of the efforts above, but no further payment will be
required related to impacts of SUB2025-00012, even if traffic impact fees are
later adopted for the SR116/SR19 Intersection pursuant to a Capital
Improvement Plan or Interlocal Agreement between Jefferson County and
WSDOT.

Conclusion
Habitat for Humanity of East Jefferson County is committed to fulfilling the mitigation
requirements outlined herein. We appreciate the County and WSDOT’s partnership and guidance
as we move forward with implementing responsible and timely access improvements.
