I, PHIL CECERE, hereby declare as follows:
1.I am over the age of 18 years, competent to be a witness herein, and make this
declaration based upon my personal knowledge.
2.I am the Fire Marshal and Building Official for Jefferson County, Washington.
3.I previously submitted a First Declaration of Phil Cecere, Jefferson County Fire Marshal
and Building Office, dated August 6, 2025, Exhibit Number 44.
4.I also submitted a professional Resume on September 15, 2025, Exhibit Number 51.
5.Please see the attached letter dated October 8, 2025, that I wrote in response to the
Second Case Management Order issued by the Hearing Examiner on September 29, 2025. My

sincere hope is that this additional letter answers the Hearing Examiner’s remaining questions,
as set forth in Section III(3), Fire-Official Testimony or Exhibit, of the Second Case
Management Order.
6. I have also reviewed the electronic documents titled MSN – Fire Safety Analysis Tech
Memo, MSN-EMS_150Hose, MSN-EMS_v2-FireAerial-AT, MSN-EMS_v2FirePumper-AT,
and MSN-Water_Fire.
7. Please also note that I will be transitioning to different employment and my last day as
the Jefferson County Fire Marshal and Building Inspector will be October 31, 2025. As such, I
am respectfully requesting the Hearing Examiner accept this written verification in lieu of live
testimony and formally excuse me as a witness at the future hearing, which is not currently
scheduled and is likely to be scheduled for a time after which I will be engaged with new
employment.
I hereby declare under penalty of perjury under the laws of the State of Washington that
the foregoing is true and correct to the best of my knowledge.

It is my understanding through receipt of the second case management order that
further testimony is requested by the hearing examiner . The plans submitted by the
applicant are in this examiners opinion superior to a typical submittal and open
communication with the applicant has been ongoing long before submittal of
documents.
Jefferson County, through JCC 15.05.030(2)(6) adopts WAC 51-51 and WAC 51-54A
respectively. This is the state ammended version of the International Residential Code
(IRC) and the International Fire Code (IFC), again, respectively. WAC 51-51-0313
states an ammendment to the national standard of the IRC R313.1 TOWNHOUSE
AUTOMATIC FIRE SPRINKLER SYSTEMS. An automatic residential fire sprinkler
system shall be installed in a town house unit. However this state amendment contains
two exceptions, in exception (2) states: Townhouse buildings containing no more than
four townhouse units. By this exception the applicants proposal of 4 townhouse units,
the applicants proposal is under th e threshold for this requirement. Futhermore, JCC
18.10.060 (2) states that fire flow requirements shall be as specified by the Jefferson
County Fire Marshal. I have deemed all r eports received to be of sufficient capacity for
the intended use, this includes the location and quantity of fire hydrants as well as
suitable fire flow.
The proposed development was first reviewed through a large meeting, with
representatives in attendance from: Jefferson County Public Works, Community
Development, PUD and EJFR. This meeting was conducted August 28, 2024 and
served as the first review with the applicant, with feedback and revisions to follow.
Below is an abbreviated list of reviews and submittal dates:
• 1/05/2024 Draft hydrant locations, hose lays and truck turning movements
received and reviewed .
• 1/09/2024 Review meeting with EJFR and Jefferson Fire Code consultant Tom
Aumock.
• 11/26/2024 An updated autoturn movement version was received and reviewed.

• 12/1/2024 Civil, landscape and architectural site plans were received and
reviewed.
• 6/23/2025 Addressing plan reviewed with Jeffcom, EJFR, Fire Marshal
As a result of numerous reviews and collaboration sessions with the applicant and their
representatives, I am satisfied with the proposal as submitted at prliminary plat. Specific
structural requirements will be addressed through reviews at the time of submittal. The
submittal documents provide sufficient information to satisfy a reccomendation of
approval from a life safety perspective.
