Local Emergency Planning Committee (LEPC)
February 19, 2025, at 1:00 p.m.

Hybrid Meeting
Voting Members Present (In-Person & Online): Pete Brummel (EJFR), Andy
Stockton (American Red Cross), David Pederson (Taylor Shellfish Farms), Gary
Maxfield (Jefferson Transit), Tim Calister (US Navy Indian Island), Shannon
Daugherly (PTPC), & Tim McKern (Quilcene Fire Rescue).
Voting Members Absent: Apple Martine (Jefferson Public Health), Tom Olsen
(PT Police).
Guests and Public: Chris Caprio (WA EMD), Andy Pernsteiner (JCSO), Willie
Bence (JCDEM), Chelsea Krimme (ECY), Andera Unger (ECY), Jermey Jacobs

Interim Chair
The meeting was called to order at 1:02 PM by Interim
Chair Pete Brummel. Members in attendance were
introduced, and the required quorum was established.
None
PUBLIC COMMENT A call for Public Comments was announced: There were no
public comments during the meeting.
None

2024, MEETING
MINUTES
Montion to approve July 9, 2024, Meeting Minutes was
introduced by Andy Stockton. Seconded by Tim Callister.
Unimanually approved.

Caprio
Montion to approve Christopher Caprio to the LEPC was
introduced by Chari Pete Brummel. Seconded by Andy
Stockton.
Unimanually approved.
The board will approve LEPC members to the LEPC of
February 24, 2024.

Pernsteiner
Montion to approve Andy Pernsteiner to the LEPC was
introduced by Chari Pete Brummel. Seconded by Tim
Callister
Unimanually approved.
The board will approve LEPC members to the LEPC of
February 24, 2024.

SPILL PREVENTION,
PREPAREDNESS,
RESPONSE PROGRAM
Chelsea Krimme provided a presentation of the Spill
Incident Report
AFFF firefighting foam that this a known carcinogen
and EJFR has collected the remaining 5-gallon buckets
and waiting for ECY to pick up contents.
PowerPoint presentation is posted on LEPC website.
Andera Unger gave a brief overview of the Department of
Ecology (ECY).

DISCUSSION AND
POTENTIAL APPROVAL
OF REVISED LEPC
EMERGENCY RESPONSE
PLAN
Bradley Brooks, LEPC Coordinator, discussed some
comments made by Andy Stockton, mostly typos, and
broken internet links, also that Jefferson County Hazard
Mitigation Plan will address specific comment on
Vulnerability. Appendices will be updated from
information provided by Pete Brummel.
Chris Caprio is not the approval party and is assisting
Jefferson County outlined the LEPC Plan approval process.
Submit to the SERC administration staff with
representation by WA ECY, Washington EMD, State Patrol,
and State Fire Marshall.
Chris Caprio asked - Does Jefferson County LEPC plan need
to be put in front of BOCC?
Plan to be complete and potential approval by July
meeting. David Peterson asked about submitting
comments and e-mail is preferred.

JEFFERSON CO. TIER ii
Bradley Brooks, LEPC Coordinator, discussed all the Teir II
reports that included Lakeside Industries Shine Plant,
Crown Castle Indian Island

ADJOURNMENT (Time)
LEPC Coordinator mentioned the need topics for meeting,
Pete mentioned that the grant program drive training.
Pete encouraged that more information from ECY and
Indian Island that could be provided would be welcome.
Chris Caprio mentioned that April 3-5, 2025, Statewide
Hazmat workshop, Pierce College, April 29-May 1 LEPC
Conference in Wenatchee.
The Chair adjourned the meeting at 1:49 PM.
