Subject: Annual Report by the Parks and Recreation Advisory Board
Statement of Issue:
The Parks and Recreation Advisory Board (JCPRAB) has prepared a report summarizing their annual
parks inspection tour along with other topics.The board would like to present it to the BoCC followed by
a general discussion about the board's work and parks and recreation.
Analysis/Strategic Goals/Pro's&Con's:
The JCPRAB Bylaws indicate that the JCPRAB will provide a yearly update to the BoCC.The update was
prepared by chair Bob Hoyle and reviewed and approved by the JCPRAB on October 2, 2025.The update
includes a summary of the results of the annual parks tour that the JCPRAB completed on April 23, 2025.
Board members complete questionnaires for each park they visit regarding the condition, capital needs,
operational issues, and other information.
Fiscal Impact/Cost Benefit Analysis:
Staff support for the JCPRAB is funded through the parks and recreation budget.Volunteer board
members make valuable contributions to parks and recreation including: (1)volunteering directly to
maintain, operate, and improve parks like Gibbs Lake and Irondale Beach Park; (2) connecting with their
constituents in the community and relaying concerns and appreciation to staff and elected officials; (3)
reviewing various proposals, policies, and projects; and (4) producing the annual "Celebration of
Stewardship"volunteer appreciation event. Perhaps most importantly,the board oversees the
development and revisions of the Parks, Recreation, Open Space, and Trails Comprehensive Plan.
Recommendation:
Review the included materials. Meet with Chair Bob Hoyle and Vice Chair Karin Nyrop, as well as other
members, in a workshop format. Ask questions, and discuss challenges, successes, and next steps.

The board was impressed with the easy parking and partnership with the Peninsula Trails
Coalition which has led to its cleanliness. They were concerned about the trash and the
lack of signage. Board members suggested that signs should be placed on Cape George
Road and labeling the trails. In the future it was hoped to add a hiker/biker campground
and a plan for fire safety.

The beauty, maintenance and broad use of the park was obuious to the board. Their sug-
gestions centered around comfort for all users.

The board was amazed by the programs and outreach of staff here; reaching all ages and t:`
interests, while coordinating an extensive sports program that keeps euery field in the _ .
county full with practices and games. The building, howeuer, needs repairs and renoua- lea,
tions throughout. The board suggested upgrades to the gym, kitchen, downstairs and
landscaping. These are all expensive improuements that will take youth and community
