The decision to bring back litigation against the federal government comes from the Trump administration’s unilateral decision to terminate the historic Columbia Basin Salmon agreement that had been forged with the Biden administration in December 2023. For her tremendous efforts leading a team of seven Sierra Club volunteers from three states in producing a 130-page response to proposed amendments to the Northwest Forest Plan, Amy has been recognized with the Sierra Club’s Volunteer Achievement Award, given nationally for an accomplishment of importance to the environment or the club. The stakes of the amendment process are high. The outcome will guide the future of national forests throughout the Pacific Northwest for years to come. When adopted in 1994, the National Forest Plan was groundbreaking. It fundamentally changed forest management practices for 24.5 million acres in 17 national forests across Washington, Oregon and Northern California. (continued...) A sort of musky mint, or an earthy spice at the back of your throat. If you go out to the high deserts of Nevada on an early fall morning this time of year you can set up a few chairs and sit bundled-up with a cup of hot coffee, watching the steam curl up towards you as the sky gains its color. Cool clear light touching onto the crystals of frost on frozen ground, and that strange and familiar scent rising up from sage as far as you can see as it warms in the sun. Those deserts on BLM land in Nevada are where I used to go to just be when life was a bit much, and that's what I've always loved about BLM lands across this country, even despite their sometimes ragged and overgrazed edges—a place where I could feel the Earth breathing a bit in my own solitude. They may not always be granted the same headliner status as other designations like national parks, but having natural spaces on this scale is so important for maintaining the ecosystems we love. Bob came to Washington from New Jersey and was wowed with the grandeur of our forests and mountains and quickly became involved in efforts to help save them. He served as Chair of the Puget Sound Group of the Sierra Club in the 1970's when the "group" covered much of the state of Washington. Recommended Reading by Wes Stewart, Clean Transportation for All Organizer, Sierra Club Washington State In recent years, a new approach to combating air pollution regulations has emerged to circumvent federal Clean Air Act limitations on regulating emissions. An Indirect Source Rule (ISR) is a regulation on facilities like warehouses, ports, or rail yards that indirectly generate carbon emission through their operations. This generally means targeting heavy- and medium-duty truck traffic to and from the facilities, and encouraging the use of Zero Emissions Vehicles in company fleets. Here's a key excerpt about this innovative strategy spreading across the county from a blog post from Beveridge & Diamond Law, a top environmental law firm. The recent wave of Warehouse ISR proposals began in 2021, when the South Coast Air Quality Management District (SCAQMD) in California adopted its Warehouse ISR. Under that rule, companies operating large warehouses, in addition to meeting various monitoring and reporting requirements, must meet mitigation obligations based on the number of and types of trips to their facility [i.e., reducing total carbon emissions] or pay a “mitigation fee”.
