Public Input for the Jefferson County Hearing on the Pleasant Harbor Master
Planned Resort
I have lived next to Hood Canal in Jefferson County for the last 12 years.
This proposed Master Planned Resort is located in a very sensitive area
environmentally that requires great care. There are a number of threatened and
endangered species in and around Black Point. The property drains directly into
Hood Canal, a water of statewide significance. It is also an important site for local
Tribes.
There has been a very long history for this project, including litigation. It is
extremely important that the Amended Development Agreement be followed very
closely and that all of the required amenities are completed before any residential
lots are sold. The plan for this resort includes 890 residential units, but they are
only to be completed as required in the Amended Development Agreement.
Residential subdivisions are NOT allowed in this location in Jefferson County.
Basically six years after the court's decision there has been no progress on
planning and building the required resort components including: A golf course,
swimming pools, a 200 plus unit hotel, a conference center, a sports complex,
community center, conference center, water and sewer treatment plants and so
forth. There does not appear to be any completed plans for any of these required
resort components, yet residential lots were apparently being advertised for sale to
people in the Seattle area.
There does not appear to be adequate water rights for this large development. It is
also my understanding that the developer wants to have the Jefferson Public
Utilities District (PUD) either pay for the water and sewer systems or pay for them
if the developer is unable to complete them. This would be a large financial
burden on many of the local Jefferson County citizens who, like me, are part of the
Jefferson PUD.

The court decision and the Amended Development Agreement require these
amenities listed above to be phased in, yet nothing appears to be happening.
Meanwhile there has been a significant amount of environmental damage from the
developer's logging, road building and bulldozing, even though there are
apparently no completed plans showing how or where the area is even going to be
developed. All of this developer disturbance drains directly into Hood Canal.
Again, residential subdivisions are NOT allowed here. This proposal needs to be
denied and the Amended Development Agreement needs to be followed. Bonds
need to be available to cover any damage created by the developer. Jefferson
County needs to very closely monitor any activity on this property and stop any
activity that is not in compliance with the Amended Development Agreement.
