The Protecting America from Cyber Threats Act (S. 2983 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=659b5a8d40&e=7ccb4f03e2> ) would reauthorize the voluntary cybersecurity information sharing program between federal agencies and industry through 2035. The seven-week Continuing Resolution (CR) passed by the House of Representatives and under consideration in the Senate includes language to extend the CISA reauthorization through that period of time, but Senate Homeland Security and Governmental Affairs Committee Chair Rand Paul has opposed a full reauthorization of the law without certain free speech provisions included. Trade White House * Tariffs of ten percent on imported timber and lumber and 25 percent on kitchen cabinets, bathroom vanities, and upholstered furniture announced <https://watransit.us12.list-manage.com/track/click?u =6c70c3a1d76c22fe2ef2a8361&id=05ad505b6e&e=7ccb4f03e2> by President Donald Trump in late September took effect on Tuesday. The rates for upholstered furniture are scheduled to increase to 30 percent and for kitchen cabinets and bathroom vanities to 50 percent on January 1, 2026. Exemptions are provided for certain trading partners that have separate agreements with the U.S. * New trade disputes between the U.S. and China emerged in response to export controls from China on its supply of rare earth minerals. President Trump stated <https://watransit.us12.list-manage.com/ track/click?u=6c70c3a1d76c22fe2ef2a8361&id=aeb30be26d&e=7ccb4f03e2> on Truth Social last Friday that the Administration planned to impose new 100 percent tariffs on the country “over and above any Tariff that they are currently paying” on November 1, 2025 and place export controls on U.S. critical software. The President appeared to soften his response over the week, offering <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=8af4d09c59&e=7ccb4f03e2> on social media that the situation “will all be fine” and noting to reporters that “November 1st is an eternity.” However, on Tuesday, he expressed <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=02b2e3949a&e=7ccb4f03e2> new frustration stemming from a halt of Chinese purchasing of U.S. soybeans, warning that “we are considering terminating business with China having to do with Cooking Oil, and other elements of Trade, as retribution.” The U.S. and China also placed fees on ships docking at one another’s ports. Transportation U.S. Department of Transportation Federal Motor Carrier Safety Administration * The Federal Motor Carrier Safety Administration (FMCSA) announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=153221f6a9&e=7ccb4f03e2> that it would withhold approximately $40.7 million in awarded Fiscal Year (FY) 2024 and 2025 funding to the State of California under the Motor Carrier Safety Assistance Program (MCSAP) following an agency “investigation that found the state has failed to comply with the Department ‘s English Language Proficiency (ELP) standards.” In a press release, the agency stated that, “For FMCSA to restore funding, California must adopt and actively enforce a law, regulation, standard with the federal ELP requirement for commercial drivers.
