SPECIAL CONDITIONS FOR CXSE BLD05-00461
1.) MAXIMUM 2 (TWO) EMPLOYEES ALLOWED ON THIS SEPTIC SYSTEM.
2.) NO RETAIL OR PUBLIC ACCESS ALLOWED TO THIS BUSINESS.
3.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the
Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the
Landslide Hazard Area.
4.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated.
Should buffer disturbance occur during construction, the Unified Development Code
(UDC)Administrator shall require replanting with native vegetation. No alterations shall be
made to the Landslide Hazard Area or its associated buffer without prior authorization by
the UDC Administrator.
5.) Prior to and during approved construction activities, the perimeter of the landslide hazard
area buffer shall be marked with a temporary sign. The sign shall be placed in such a
manner that it can be directly observed from the construction area. The sign shall contain
the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter
Existing Vegetation."
6.) All construction activities shall not encroach upon the buffer. This includes the storage or
preparation of materials.
7.) The applicant shall permanently separate the boundary of the Landslide Hazard Area
Buffer from the remainder of the subject property through installing logs, trees, a hedge
row, or any other prominent physical marking approved by the UDC Administrator.
8.) To help prevent seawater from intruding landward into underground aquifers, all new
development activity on Marrowstone Island, Indian Island and within 1/4 mile of any
marine shoreline shall be required to infiltrate all stormwater runoff onsite.
9.) The identified Fish and Wildlife Habitat Area (Type 4 Stream), shall maintain a vegetative
buffer setback of 100-feet. The setback shall be measured horizontally from the Ordinary
High Water Mark (OHWM) to the proposed development.
10.) An additional setback of five (5) feet is required from the edge of the buffer area to the
proposed development.
11.) A permanent physical separation along the boundary of the buffer area shall be installed
and permanently maintained. Such separation can include installing logs, trees, a
hedgerow, or any other prominent physical marking approved by the UDC Administrator.
12.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or
every one hundred (100) feet, whichever is less. Signs shall be in place prior to and
during construction activities. The signs shall contain the following statement: "Buffer- Do
Not Remove or Alter Existing Vegetation."
13.) VOLUNTARY MEASURES OF COASTAL&AT RISK SIPZ:
Water conservation measures:
1. Roof and other intercepted precipitation shall be routed to on-site detention ponds
and/or other approved means and allowed to be released to the soil slowly.
2. Water collected from Storm water and roof catchments may be used for watering
lawns and gardens. Unless catchment water has been treated to meet drinking water
standards, there shall be no cross connections allowed between the potable supply and
impounded water.
3. Water withdrawn from wells on each property shall not be used for watering of lawns
and/or gardens.
4. Ground water withdrawn from each property shall be restricted to a rate of three (3)
gallons per minute.
5. Installation of water conserving fixtures such as low flow toilets, faucets and shower
restrictors and other water saving plumbing fixtures.
6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation).
Please NOTE that the above listed measures are not intended to be exhaustive, but rather
is intended to be illustrative of the types of water conservation measures.
14.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ:
1. Installation of a flow meter.
2. On-going well monitoring for chloride concentration.
3. Submittal of monitoring data to County.
15.) MANDATORY MEASURES'R COASTAL SIPZ: •
1. For proof of potable water on a building permit application, applicant must utilize
DOH-approved public water system if available.
2. If public water is unavailable, a qualifying alternative system may be used as proof of
potable water or an individual well may be used as proof of potable water subject to the
following requirement:
a. Chloride concentration of a laboratory-certified well water sample submitted with
building permit application.
3. If public water is unavailable, a qualifying alternative system may be used as proof of
potable water.
16.) The illumination of signs shall be shaded, shielded, or directed so as not to adversely
affect surrounding properties or public and private rights-of-way or create a hazard or
nuisance to the traveling public, or to surrounding properties.
17.) No sign or part thereof shall consist of rotating, revolving, or moving parts; consist of
banners, streamers, or spinners; or involve flashing, blinking, or alternating lights.
18.) The total square foot of the sign shall not exceed 32 square feet.
19.) Only one side of a double-faced sign shall be counted when determining total square
footage. The square footage of the sign shall be calculated by the outside dimensions
necessary to frame the information displayed.
20.) Signs attached to or painted against the structure to which it relates shall not be computed
as part of the overall total square footage or number.
21.) All signs shall be continuously maintained. Signs that present a hazard shall be subject to
abatement.
22.) Free-standing signs shall include measures to restrict vehicles from passing beneath
them.
23.) Signs shall be incorporated into the landscaping of the site when landscaping is provided.
24.) The Jefferson County Building Official should be contacted to determine whether or not a
building permit is required for the sign.
25.) The cottage industry shall be operated by at least one full-time, bona fide resident in a
single-family residence of the parcel on which the proposed use is being requested.
26.) Only those buildings or areas as specifically approved by the county may be utilized in the
conduct of business.
27.) Traffic generated by the cottage industry shall not exceed the level of service adopted for
the public roadway which accesses the use, nor generate significant traffic in excess of
that normally generated by typical uses found within the particular district.
28.) No business may provide drive-through service.
29.) The granting of the proposed cottage industry use shall not constitute a rezone. No
expansions of approved cottage industries are permitted, except as specified in Article
VI-L of chapter 18.15 JCC, Remote Rural Overlay Districts for the West End Planning
Area and the Brinnon Planning Area, concerning the rural remote overlay districts.
30.) No exterior display of goods for sale shall be allowed.
31.) The cottage enterprise is an accessory use to the residential use of a dwelling unit, and
the residential function of the buildings and property shall be maintained.
32.) No more than one sign is allowed, consistent with the sign standards in JCC 18.30.150.
33.) No use shall be made of equipment or material which produces unreasonable vibration,
noise, dust, smoke, odor, or electrical interference to the detriment of the quiet use and
enjoyment of adjoining and surrounding property. Any afterhours business activities shall
not have noise impacts discernible beyond the property boundaries.
34.) Not more than one cottage industry shall be allowed in or on the same premises.
35.) The cottage industry shall not be disruptive to the use of adjacent properties and no
equipment or process shall be used in the cottage industry which creates excessive noise,
vibration, glare, fumes, odors, or electrical interference to the detriment of the quiet use
and enjoyment of adjoining property.
36.) If the existing vegetation within 15 ft. of the property lines abutting residential zoning is
removed it shall be replaced with Screen "A" landscaping which is described as follows,
""Screen-A" landscaping is a "full screen"that functions as a visual barrier. This
landscaping is typically found between residential and non-residential areas. "Screen-A"
landscaping shall at a minimum consist of a mix of primarily evergreen trees and shrubs
generally interspersed to form a continuous year-round screen that grows to at least eight
(8) feet in height within two (2) growing seasons."

PLAN REVIEW MEMORANDUM

This department is in receipt of the set of plans dated for the above-referenced proposal from your office.
The above-reference proposal was reviewed by this department relative to the International Fire Code
[I.F.C.], 2003 Edition, and the following constitutes this department's findings and determinations based
upon the plans of record submitted.
Findings & Determinations:
1. The proposal was reviewed as a two -story occupancy with a Group B occupancies with Type V-B
construction classification; and,
2. Addressing for the proposal shall be consistent with Jefferson County standard for size, and be in a
position as to be plainly visible and legible from the street or road fronting the property. Said numbers
shall contrast with their background [I.F.C. Section 505], and;
3. Road access should be provided for this proposal to be consistent with the attached private road fire
apparatus access road design standards [Attached], and;
4. Access to building openings appears to be designed consistent with the I.F.C. Section 504 which
requires an approved access walkway leading from fire apparatus access road(s)to exterior openings that
are required by the Fire Code or Building Code, and;
5. An automatic fire suppression system(sprinklers) is not required under I.F.C. Section 903, , and;
6. An automatic fire detection alarm system is not required for this occupancy under IFC Section 907 of
said Code, and;
7. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10,
which normally requires a 2-A:10-B:C fire extinguisher at the top of the stairs, and;
8. Fire flow and fire hydrant review for this proposal is derived from the requirements of the Jefferson
R, County Coordinated Water System Plan, and Jefferson County Department of Community Development,
Fire Code Official policy. No requirements are applicable to this proposal.

NON-PUBLIC ROAD/DRIVEWAY DESIGN AND CONSTRUCTION STANDARDS

2003 Edition of the International Fire Code [I.F.C.], Chapter 5, Section 503 "Fire Apparatus Access
Roads", as adopted by Jefferson County
Purpose
To assist property owners with responsible design and construction standards for their Fire and Sheriff's
Department efficient delivery of emergency services to the subject property[s].
Scope
The scope of this policy is for emergency services access provision on private properties and privately
constructed and maintained roadways in public rights of way.
Standards
• A travel surface shall be constructed and maintained according to these standards:
► 8-inch ballast or gravel base, which may need to be increased depending upon the suitability of
native material,with 2- inch minimum depth of crushed surfacing top course, and;
► 2 percent crown slope at the centerline, and;
► compaction of the material to a load capacity of 75,000 pounds
• Minimum finished surface width of twelve [12] feet shall be provided, and maintained.
► Two [2] foot shoulders are required as shoulders provide as lateral support of elevated roadway
surfaces
• Any curvature in the roadway shall have a minimum 28-foot radius (internal measurement). Apron
radii may be located within the existing public way provided the paved surface width accommodates
same, and;
• Brush and landscaping clear width shall be fourteen [14] horizontally and vertically, and;
• Gradient change/transitions shall be limited to seven [7] percent or less, to accommodate the
wheelbase of the fire trucks and the body frame beyond the rear axle, and;
• Driveways in excess of 150 feet in length shall provide a vehicle turnaround which meets IFC
Appendix D standards, and;
• Driveway approach to any constructed public roadway shall meet and approved 75 degree to 105
degree approach angle, to include brush clearance for line of sight at any "stop and yield" controlled
intersection with a constructed public road, and include an approved paved apron, and;

• • An approved address sign with minimum 5-inch numbers shall be posted where the driveway
_• intersects with public roadway, and;
• Gates and fences on the roadway are obstacles to efficient emergency services delivery, and create
width constrictions. Any such assemblies shall be eleven [11] feet in opening width, and shall not be
locked unless an approved lock-box system is installed,and;
• Driveway turnarounds for roadways over 250 feet in length shall be provided, and are to be designed
consistent with the standards from the 2003 International Fire Code,Appendix D.
• Owners should consider providing a stub-out for turnaround purposes just inside their property to
allow persons to turnaround without having to back out onto the public right of way, particularly,
where driveways are in excess of 250 feet, and;
A recorded document should be submitted in cases where a subject property is served over a roadway
easement. Such document prescribes the necessary ingress/egress provisions required by these standards,
and most importantly, shall include a maintenance agreement. This includes multiple-party use of an
access.
