2. Proposal Responses
2.1. The Olympic Peninsula Gateway Visitor Information Center (VIC) continues operating with
a mission of great importance to the complete and comprehensive tourism marketing and
promotion of the entire Olympic Peninsula. We not only welcome visitors into the Gateway VIC
336 days this year. The Gateway VIC staff has provided essential leadership to various projects
and initiatives across the Olympic Peninsula. Including:
Jefferson County-wide tourism leadership with OPTC, SWT, Jefferson Co. TCC, numerous
regional consumer and trade travel shows.
The Gateway VIC is on track to welcoming and resourcing nearly 10,000 visitors in 2025. An
increase over previous years. The increase can be attributed to consistent and recently expanded
hours of operation. The completion of the SR104 at Hwy 19 roundabout – which “funnels” many
more travelers directly into the VIC’s parking lot than previously – often asking “where am I?”,
and to the freshly painted building.
In the vacuum of Jefferson Co. traditional tourism operations caused by the 2024-2025
dismantling of TCC, the Gateway VIC, OPTC (Olympic Peninsula Tourism Commission), and
OCL (Olympic Culinary Loop) sought – and thankfully through funding by LTAC – carried on
many core elements of the tourism marketing and promotions traditionally administered by TCC.
This included expanded print and digital marketing, exhibition at consumer and trade shows, and
continued Jefferson Co. representation and membership at state and regional associations.
The Gateway VIC feels these collaborative efforts are paying profitable dividends. For while
available inventory of transient accommodations decreased due to climate related impacts at
Kalaloch and Fort Flagler, and decreased due to county restrictions on eligible STR (Short Term
Rental) operators, the YTD Jefferson Co. Lodging Tax Revenue increased in excess of 9%
(9.21%) per Department of Revenue reporting (www.dor.wa.gov).
This is clear indication that the collaborative efforts of marketing and tourism promotion should
be celebrated, maintained, and supported for continued growth and improvement.
2.2 The proposed 2026 Gateway VIC marketing and tourism promotions program includes
continuation of existing efforts.
• Year round VIC staffing and operations. Dynamically matching service hours to meet the
majority of travelers needs throughout the year.
• Collaborative Travel planner matrix + ads (PDN and PT Leader), partnered with city and
regional tourism stakeholders.
• Co-produce Jefferson Co. Map, with PT Leader, plus activity insert and distribution.
• Successful exhibitor leadership for collaborative Seattle Wedding Show and website,
partnered with numerous county service providers and QEC as the new lead for this
initiative.
• Leadership: OPTC Tourism Summit and State of Washington Tourism Conference.
• Beneficial exhibitor leadership for collaborative display at Seattle Hotel Concierge
Association Tradeshow, partnering with OPTC.

• Continued collaborative role with American Park Network on trail safety program
sponsored by T-Mobile, in conjunction with Forks and Port Angeles VIC’s
• Leadership for the comprehensive Olympic Peninsula 5-Year Tourism Master Plan states
it well. As one of the
Top 5 SHORT-TERM PRIORITIES –
“#4 MAKE VISITORS FEEL MORE WELCOME - Welcome signage and visitor
information (sites) show that visitors are valued, and that the community is proud
of where they live and they want to share it.”
This project has involved federal, state county, and city level coordination, and design
consultation with all nine federally recognized tribes on the Olympic Peninsula. The
culmination of a nation-wide design and fabrication vendor will result in installation of an
important and indelible Gateway Welcome Sign at the SR104 & Paradise Road Traffic
Circle. Tribes, and others, are calling for interpretative exhibits and education related to the
sign at the Gateway VIC.
• Leadership for OPTC Tourism Master Plan –
Top 5 SHORT-TERM PRIORITIES – Short-Term Priority #3, PROMOTE
STAYCATIONS TO INCREASE SPRING, FALL & WINTER BUSINESS through
“Winter Wonders”
This project involved collaboration with fellowship tourism partners to present, collect and
disseminate new and existing tourism opportunities taking place between mid November and
early January. Nearly 20 individual events and activities will be uniformly packaged and
publicized this fall and winter.
• Membership with the currently configured JeffCo. TCC (Tourism Coordinating Council)
• Leadership on behalf of JeffCo. at OPTC Board, Marketing sub-committee, and various
TMP (Tourism Master Plan) initiatives
2.3 - As to the Jefferson County Board of County Commissioners, September 24, 2024 Memo to
LTAC, subject: BoCC priorities for 2025 LTAC RFP “Destination development, such as…
developing the Gateway VIC are examples of the allowed use listed in RCW 67.28.1816 and
represent our county’s top priority after an extended period of de-emphasizing this type of
investment.”, we agree, and encourage expanded emphasis in this area. Especially as
collaboration between Clallam and Jefferson Transit Authorities are exploring an expanded
transportation hub to welcome car-free travelers traveling via the #123 Strait Shot and the #14
Kingston Express routes. However, much time, including testimony to BoCC and Jefferson TAG
(Transit Advisory Group) has been spent communicating the tremendous added value, and
enormous missed opportunity, of developing an expanded transportation hub for car-free visitors
and residents to the Olympic Peninsula, without the opportunity for continued personalization of
travel plans.

■ Promotes Jefferson County and/or events, activities, and places in the County to potential
tourists from outside Jefferson County, through 335+ annual days of operation & various
24/7/365 digital and print products.
■ Demonstrates high potential to result in overnight stays by tourists in lodging
establishments within the unincorporated areas Jefferson County by producing Jefferson Co.
Map and annual lodging accommodation matrix in both PDN and PT Leader Tourism Guides.
■ Demonstrates profitable results through documented economic benefit to Jefferson
County by providing leadership resulting in +9% YTD lodging tax revenue for JeffCo.
■ Demonstrates historic success in Jefferson County , or are proposed by a group with a
demonstrated history or high potential of success with similar activities.
■ Minimize duplication of services where appropriate and encourage cooperative marketing
and/or includes an element of cooperation or partnership. Called upon to help stand-up the City
of PT VIC in the NWMC’s “Welcome Center” facility. And testify before BoCC and JeffCo.
TAG of the growing importance of the Gateway VIC due to the SR104/Hwy 19 Roundabout, and
the nine-tribe involvement in the “Gateway Welcome Sign” being fabricated for installation at
SR104/Paradise Rd. Roundabout – western end of Hood Canal Bridge.
■ Provide, maintain, operate, or enhance County-owned tourism facilities or infrastructure
through advocacy and 335+ annual days of physical operations.
2.4 - Gateway VIC provides welcome to upwards of 10,000+ hospitality and leadership for
onsite visitors 26,000 in physical distribution of printed materials, plus an additional 22,300
digitally via web and/or QR code engagement, weekly average of 58 calls and/or email requests
for information.
a. We operate year-round.
b. In-person operations 10am-4pm, Tuesday – Saturday, October – late May. 9:30am-5pm
Monday – Saturday, Memorial Day – late September
c. Our target audience is all travelers in need of rest and/or directions, and visitors seeking
insight and information for their journey.
d. We promote in-person through operation hours, attending expos, and meetings for
advocacy and collaboration. We promote via print advertising and signage/QR codes, and
digital web services.
e. We collect, curate and publish Jefferson Co. lodging matrix in major PDN and PT Leader
travel guides. Combined distribution in excess of 100K. We provide brochure distribution
space and services for each and every registered travelers accommodation in the region.
f. We collaborate through leadership and regular participation with tourism stakeholders,
inclusive of hospitality partners and regional Chambers/VIC’s around the Peninsula and
east to Kitsap and up and down the I-5 corridor. This includes: TCC/JeffCo., City of PT,
State of WA, Federal natural resource agencies, our nine federally recognized Olympic
Peninsula tribes. We work alongside festival and event producers, and provide
consultation and collaboration with operators of tourism activities, accommodations, and
agritourism offerings.

2.5 We track and report monthly visitor counts to OPTC who maintains stats for VIC’s around
the Olympic Peninsula. We also track anecdotal length of stay and general direction around the
Peninsula, bulk mailings, in-house distribution of brochures in Jefferson County and beyond,
daily openings, volunteer, and staff time. We provide Qrtly. reporting to LTAC and annual
Impact of Tourism Marketing Authority - JLARC Report
2.6.a. At end of December 2024 welcomed 5,520 visitors through the door (Open only 9 months
due to road construction/closures), 22,790 in physical distribution of printed Maps and materials.
2.6.b. Goal is to build on increased 2025 levels due to additional roundabout “where am I?”
traffic, and increased traffic from joint transit activities. Kalaloch and Flagler both continue to
reduce lodging inventory. Restrictions to Short Term Rentals (STR’s) are coming into play
throughout Jefferson County. All threaten to reduce opportunities for LTAX revenue. However,
the Gateway Welcome Sign installation at WSDOT’s Hood Canal Roundabout, and international
soccer (FIFA World Cup) is arriving in the PacNW for a month in 2026, as pre-and-post Cruise
business continues to grow. So increased visitors – even if limited to day-trippers, can be
anticipated.
2.6.c. OPTC shared results of a survey, showing a direct value of VIC’s to the travelers’
experience, and in turn a correlation between knowledge and increased visitor length of stay. The
combination of in-person VIC staff featuring over 150 pieces of printed materials - and the ever-
valuable highlighter pen – all equate a perfect formula for increased economic impacts
throughout the Jefferson County hospitality sector.
2.7. The Gateway VIC has been the operator of the VIC since transitioned from operations by
Jefferson County Historical Society during 3Q2023. We are an independent non-profit,
registered with SOS.WA.Gov and IRS as OLYMPIC PENINSULA GATEWAY VISITOR
INFORMATION CENTER, EIN:33-2021772, UBI: 605 416 532
We maintained and continue to gain skills amidst changes in tourism structure and leadership
within Jefferson County and demands and dynamics resulting from changes within the landscape
of City of Port Townsend VIC.
Through it all, we’ve continued to service visitors with information and fundamental health and
human services. We’ve seen the facility painted and the interior deep cleaned with floors
professionally refinished. We’ve improved the internet and telco. Modernized and streamlined
costs.
