The Opportunities Industrialization Center of Washington <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=20a34de7d5&e=b80de0d97c> is administering new grant funding for homeless or at-risk veterans in Douglas, Chelan and other Central Washington counties. Employment-focused, the Homeless Veterans’ Reintegration Program, or HVRP, is a U.S. Department of Labor grant program. The department awarded OIC $500,000 in September to carry out workforce and reintegration initiatives, according to an OIC news release. "Funding will be distributed based on local service demand rather than fixed campus allocations," said Sy Ruiz, OIC communications, data and development director. "OIC's (East) Wenatchee campus will serve as one of several access points within OIC’s service network, ensuring that veterans in the North Central region have equitable access to job training, career navigation, and wraparound supports." The OIC-HVRP provides client-centered case management, addressing the unique and extraordinary circumstances veterans face through industry-informed training, individualized career planning and wraparound support services. "OIC pursued this grant after years of researching gaps in veteran services across Central Washington, where access to employment and career development resources for veterans was a clear unmet need," Ruiz said. Working alongside Public Health and Michael McCutcheon of Reach Out, featured in the new documentary "Michael and Damian," our Housing staff and Shelter Manager are helping connect individuals with resources and pathways to permanent housing. This work takes time and persistence, but it starts with compassion and meeting people where they are. Created by filmmaker Gabe Van Lelyveld of Whaleheart Productions, Michael and Damian is a locally made documentary filmed over four years. It follows an advocate for recovery as he shines a light on the perseverance, empathy, and will to find peace necessary to navigate through difficult circumstances. This new Steven County housing community in rural in the northeast corner of the state, will offer 70 affordable units specifically designed for families with children, as well as two common area units and a clubhouse. Thirty-five of the units are reserved for households experiencing homelessness at the time of entry. The housing complex will feature a mix of bedroom sizes, including 24 one-bedroom units, 34 two-bedroom units, and 12 three-bedroom units. Potential residents need to make no more than 60% of the area median income (AMI), which allows this property to serve community members most in need. Dominican Sisters Haven was made possible thanks to a partnership between Catholic Charities of Eastern Washington (CCEW), Rural Resources Community Action <https://wapartnership.us4.list-manage.com/ track/click?u=acf3cee5bbda818ebd4ce40eb&id=0b2f5ae89c&e=b80de0d97c> and Spokane Housing Authority. It was funded by the State Housing Trust Fund and Washington State Housing Finance Commission. This property was built in response to documented scarcity of affordable housing in Colville, as verified by one of the region’s most involved affordable housing providers. According to the Spokesman-Review <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b4c305e0b3&e=b80de0d97c> , CCEW commissioned a market study in 2020, which reported affordable housing vacancy levels in Colville to be at or below 1%, signifying the need for new development. The Community Action Agency has served Skamania and Klickitat counties since 1966, supporting low-income families to improve their quality of life. Executive Director Jennifer Pauletto said the organization covers a wide range of programs addressing essential needs for families and children. It has offices in Bingen, Stevenson, and Goldendale, as well as additional food bank locations in Klickitat and the Mobile Food Bank, which helps reach outlying communities. “WAGAP’s Whole Family Approach includes a Food Bank Network, housing programs, emergency assistance, shelter programs, domestic violence support, and energy assistance programs, combined with care coordination, family resource centers, civic engagement, and youth programs, to support residents in need with resources and tailored assistance,” Pauletto said. The report provides data on the number of individuals served, as well as a financial overview of the organization. “Last year, 6,996 families, including 14,513 individuals, participated in WAGAP programs,” Pauletto said. “Nearly 17,000 food boxes were distributed, and over 800 homes received energy assistance. The work our staff does supports the fundamental needs of low-income families with the help of our team of volunteers, who gave over 5,000 hours of their time to their communities.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=a30ea9d3c0&e=b80de0d97c> Be a Voice for Seniors: Volunteer as a Long-Term Care Ombudsman! <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=08fe475a34&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/video_thumbnails_new/c62cfd5856435e501711a68080c01868.png> Every senior deserves to be treated with dignity, respect, and compassion. Survey data, which will be collected through December, will inform Washington State's reparation efforts <https://wapartners hip.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=711822d220&e=b80de0d97c> and provide more than 30 Community Action Agencies (CAAs) with locally relevant data they can use to advocate for resources for the communities they serve. "As a community action organization, we are required — but also look forward to — conducting a community needs assessment at least every three years," said Byrd Barr CEO Dr. Angela Griffin. "We go out to the community, and we ask [what the needs are] and use that information to understand and inform how we offer our services." The survey launched in mid-August and closes in December. It is accessible both online and in person. Following the survey, Byrd Barr will conduct focus groups from November 2025 to January 2026 prior to releasing the full report in summer 2026. Available in seven different languages, the survey takes 15 to 20 minutes to complete and is anonymous and confidential. Following completion of the survey, participants have the option of entering to win a $100 Visa gift card. "We know that the Black community in our state is on any given day 11% to 14%, and so we want a significant number of people across our state to take this survey," Dr. Griffin said. For the first time, Byrd Barr will be marketing its survey to youth as well, in hopes of broadening its data set. "One thing that we are doing a little differently with capturing the data to amplify the voices of Black folks is we're also asking our youth and families very intentionally. Many times, the people who will complete the surveys and answer the questions aren't a complete representation of the communities that we're serving, so we're being as broad as we can in our outreach," said Dr. Griffin. During a Tuesday business meeting, Lewis County Commissioners Lindsey Pollock, Scott Brummer and Sean Swope voted unanimously to approve five contracts that will fund homeless and housing service providers in the county. “The four contract extensions are between Lewis County and a group of local service providers: Coastal Community Action Program <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda81 8ebd4ce40eb&id=a2054dc357&e=b80de0d97c> (CAP), Housing Resource Center, The Salvation Army and Hope Alliance. The largest portions of the funding were approved for Coastal CAP and the Hope Alliance. Between the short-term funding already approved since July and this week's increase, Coastal CAP will receive a total of $829,000 this fiscal year to fund two programs. The majority will go to the Housing and Essential Needs (HEN) program that provides financial assistance for housing or other essentials and homeless prevention, a form of rental assistance. Hope Alliance will receive a total of $245,122 for its programs that provide housing, case management and other services for people fleeing domestic violence. The Housing Resource Center will receive $175,000 this fiscal year for rapid rehousing services and The Salvation Army will receive $125,000 for its coordinated entry program that provides case management, diversion, rapid rehousing and more. The funding comes just over three months after the previous contracts between the county and the service providers expired. Ahead of the contracts’ expiration in June, Brummer and Swope aired concerns over growing funding from the state. The two argued that growing services may attract more people seeking services. The contracts approved by the Board of Commissioners are between Lewis County and local providers. But the funding for the programs ultimately comes from the Washington state Department of Commerce. The money is part of the statewide Consolidated Homeless Grant (CHG), which gives money to local governments and providers across the state to support programs meant to fund homeless and housing programs.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=e5f51d1ae5&e=b80de0d97c> Comcast Invests $7.4 Million Investment to Provide Digital Opportunities for Seattle Residents <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=2a9a543e63&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/89b0afe1-76ca-be06-b62f-8b0552e8c724.jpg> Investment Expands Internet Access, Delivers Digital Skills Training, and Provides Devices to Bridge the Digital Divide As the nation reflects on Digital Inclusion Week 2025 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=73bbb7b27c&e=b80de0d97c> , we are proud to share that Comcast has invested more than $7.4 million in cash and in-kind services in Seattle over the past four years. The hospital is seeing more admissions and longer stays from older adults who no longer need acute medical attention but have nowhere safe to recover. Patients remain not due to a lack of treatment, but a lack of options. “In Jefferson County, where nearly 40% of residents are age 65 or older, the lack of resources for individuals facing this dual burden is especially concerning,” Lemke said. “Too often, patients remain hospitalized for extended periods—not because the hospital is the right environment, but because it is the only safe option available.” Jefferson County, among the nation’s oldest counties by median age, is confronted with the pressures where aging, health and housing collide.” ““There’s the first-time homelessness that happens after 50 and then there’s the homelessness that happens before 50,” she said. Those who became homeless earlier often carry the scars of trauma, while “that first-time population, now they’re aging.” “Senior housing stretched Viola Ware, director of housing and community development for Olympic Community Action Programs <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=00eba9e9ea&e=b80d e0d97c> (OlyCAP), tracks homelessness in Jefferson County through a coordinated “By-Name List” used by local providers. Ware said older adults now make up a growing share of those without stable housing, including those living in cars or shelters and those at risk of losing homes they can no longer afford or maintain. “We’ve seen a growing number of seniors in crisis,” she said, “including individuals in their eighties and nineties.” OlyCAP is working towards solutions for seniors, but she said the process is “tough work to say the least.”” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=260d722d7a&e=b80de0d97c> No Aid, No Access, No Answers: Eastern Washington Experiences Shutdown’s First Wave <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b7e7f7f780&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/eff46ace-a351-36c5-6afb-e0ec72c3e369.jpg> As Washington residents experience the first federal government shutdown since 2019, uncertainty could come to eastern Washington. While some essential services will continue, others could face disruption if the government shutdown continues. While some focus on federal workers going unpaid, other consequences may be seen in small towns that depend heavily on federal programs to fill service gaps that local governments can’t afford. The areas that may end up impacted are widespread, ranging from nutrition and food assistance, loans, housing and rental assistance, healthcare and family services. The Supplemental Nutrition Program for Women, Infants, and Children (WIC) is among the first programs expected to feel the shutdown’s effects. Washington State's Department of Health (DOH) has said that WIC could run out of funds within one to two weeks unless new federal funding is secured or contingency resources are extended. “Local school meal programs are expected to continue uninterrupted in the short term, thanks to built-in budgets and advance reimbursements. However, school officials said extended delays in federal reimbursements could strain district finances. Food pantries and food banks, many of which rely on federal pass-through funding, may also be affected. Officials from Rural Resources Community Action <https://wapartnership.us4.list-manage.com/trac k/click?u=acf3cee5bbda818ebd4ce40eb&id=a38dbef8d1&e=b80de0d97c> , a key subrecipient of food access funds in the Inland Northwest, stated they could see critical funding pauses.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=20b2712853&e=b80de0d97c> Without federal funding, Whitman County WIC program set to shut down this month <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=f0dbacaa40&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/0672cb7a-07b5-1899-a224-b0fc08875323.jpg> The Whitman County Public Health website <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=cb9811aef6&e=b80de0d97c> has a stark message at the top, saying its WIC program ‘’hopes to have sufficient funds to remain open until the end of October.’’ The federal government is still shut down, and that’s affecting national programs like WIC, a program that provides food and nutrition help to mothers and children up to five years old. Without federal funding, WCPH director Chris Skidmore said the local WIC program that serves the Pullman area will shut down. “ I think there's a lot of despair in a lot of our clients because, at the same time, a lot of the other resources that they could, you know, take advantage of are also being cut,” Skidmore said. It's estimated that about 2.4 million people may no longer have access to SNAP food <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=deda28dd0d&e=b80de0d97c> benefits under new rules signed into law by the Trump administration this summer. Across neighborhoods, patches of green are transforming from overlooked spaces into centers of growth, learning and connection. Community gardens and urban farms are more than places to plant seeds, they’re spaces where students, educators and neighbors come together to nurture both the earth and each other. More than just soil and seeds, these spaces are where hands meet the earth, where students meet their neighbors and where ideas about food justice and belonging take root. Planting the Seeds of Connection Among these spaces is Yes Farm <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=8a401c4996&e=b80de0d97c> , a thriving community garden run by the Black Farmers Collective <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=4368e08d9b&e=b80de0d97c> . The Collective is a group of Black-led urban farmers, educators and community organizers dedicated to creating opportunities for BIPOC farmers, teaching sustainable growing practices and reconnecting communities to the land through education and access to fresh, local food. Founded in 2016, Yes Farm’s mission goes beyond growing produce. Its goal is to address food insecurity in Seattle, a city where access to food is still unequal. “I think there’s a bunch of people in the community who had a dream of feeding people nutrient-dense food because of the displacement and [other challenges the community has faced],” Tajani Ruffin, farm manager at Yes Farm said. “So if people are gonna pass through, it might as well be a place that they could be nourished on their way through as well.” Ruffin describes Yes Farm’s work as both practical and deeply personal, saying its mission is to provide culturally relevant produce while creating a shared green space for the community. Partnerships have been essential to that mission. Ruffin explained that organizations like Byrd Barr Place <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=c0d160 355d&e=b80de0d97c> , one of the oldest anti-poverty organizations in Seattle, help extend Yes Farm’s reach by purchasing produce and distributing it to underserved communities for free. And Reyes laid out a list of qualifications to include children younger than 18 years old who live in Klickitat or Skamania County and receive at least one of the following services: * WAGAP services, * Free or reduced school lunch. * Apple Health Insurance, or * SNAP benefits “What’s really important is that families must apply no later than November 7,” Reyes said. “Because we are expanding the program, we need time to collect and distribute wish lists and then receive the gifts and deliver them to families before December 23.” Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=91321441c3&e=b80de0d97c> WA UTC Distributional Equity Survey <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/d1c6116e-ae10-cc4f-e38b-c310f1cf9be4.jpeg> The Washington Utilities and Transportation Commission (WA UTC), seeks your input. We want to understand how more equitable practices, decision-making processes, and reporting can be carried out by the energy companies we regulate, as well as through the WA UTC decision-making process. WA UTC has contracted with Energy Equity Project <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=4d9e07159b&e=b80de0d97c> (EEP) to facilitate a workshop on distributional equity on October 29 and provide expertise on equity generally. EEP works to expand equitable access to affordable, clean energy and supports both grassroots community organizations and public sector organizations. EEP developed the first national framework <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=ed752874f7&e =b80de0d97c> that established guidance on how to measure energy equity and incorporate equity considerations in utility planning, decision-making, and regulation. Our efforts to advance equity are a work in progress, and your voice and perspective matter greatly to us. We are especially interested in hearing from people who have had limited or no previous engagement with WA UTC and may represent disproportionately impacted communities. We respectfully request that investor-owned utility employees not take the survey, but rather submit their thoughts directly to the docket or via email to WA UTC. We recognize that in the past, WA UTC has not done enough to proactively reach out to these communities and integrate their perspectives and priorities into our work and decision-making. We thank you in advance for the opportunity to request your input and build deeper, trustworthy relationships. We are accepting responses until Nov 12th and will synthesize inputs for the draft interim policy statement on distributional equity in December 2025. About WA UTC's "Equity Docket" Two years ago, the WA UTC opened a formal proceeding (also known as a docket) that would develop frameworks to ensure energy companies, and eventually all the companies we regulate, integrate equity into their work. One goal of the docket is to adopt a holistic framework for distributional equity analyses or DEA. A DEA is a type of analysis that utilities can use in their planning or decision-making processes, to evaluate how their various decisions such as rate structures, grid investments, clean energy, and affordability programs impact different customers. ** We invite you to participate in an upcoming workshop <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=9073d02b92&e=b80de0d97c> on Wednesday, October 29th, from 9:00 a.m. - 3:00 p.m. (virtually or at our office in Lacey). To access the equity docket, learn more about the UTC's work to advance equity, and see comments submitted by other parties, please visit the UTC Equity Docket webpage <https://wapartnership.us4.list -manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b870f057ab&e=b80de0d97c> . How We Will Use Your Input Survey responses will inform the equity docket broadly and specifically as input for a future policy statement on distributional equity. The WA UTC uses Policy statements to provide guidance to regulated energy companies on how to improve distributional equity among their customers, with a particular focus on vulnerable households and residents in disproportionately impacted communities. Privacy and Confidentiality This survey is entirely voluntary, and you can opt out of any question. We ask for some information that helps us understand your background and perspective, including your address, race, gender, age range, and income range. This information is critical to our understanding the specific priorities of different groups and ensuring historically underserved or marginalized communities receive needed consideration and meaningful access to benefits. We will never share any personal information from this survey with another party, including your utility provider; this survey has no effect on your status or relationship with your utility provider. This important study will provide valuable compensation and benefits data across the region, with results broken down by state and organization size to ensure relevance for your organization. Your participation helps create a resource that supports not only your nonprofit but hundreds of others in Washington and across the Pacific Northwest. The survey is a powerful tool for assessing total compensation and benefit offerings, promoting fair and equitable pay throughout the sector. For most organizations, completing the survey takes just 30–45 minutes. Larger organizations with more staff levels and positions may need additional time. You can access the secure survey portal using the link below, where you’ll be asked to provide key information on wages and benefits. Deadline to complete the survey: November 14th The more organizations that participate, the more accurate and useful the data will be—so we encourage all nonprofits to take part. As a thank you, all participating organizations will receive the final report for free. This would be the largest cut in SSDI history. SSDI is an integral part of Social Security. It provides essential benefits to workers who cannot support themselves through earnings due to severe and long-lasting disabilities that significantly impede their ability to work, and it helps to prevent beneficiaries and their families from experiencing poverty. The rule would make it much more difficult to qualify for both SSDI and Supplemental Security Income (SSI). Because it would dramatically change the eligibility criteria for older applicants, the losses among people over age 50 would be much deeper. The rule is likely to be the largest-ever cut to Social Security Disability Insurance. A 20 percent cut in the share of applicants who qualify for SSDI would be larger than any previous change to the program. It would be even larger than the Reagan-era disability cuts <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=6174fb3ebb&e=b80de0d97c> , which the Reagan Administration was forced to reverse <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=33498ad92d&e=b80de0d97c> amid fierce opposition from governors, courts, beneficiaries, and advocates. According to an Urban Institute analysis <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=69ca04ecb6&e=b80d e0d97c> , even a cut half the size of what the Trump Administration is considering would mean 750,000 fewer people would receive SSDI benefits within ten years. In addition to reducing the share of applicants who receive benefits, some current beneficiaries could see their benefits taken away when their eligibility is reviewed. These food deserts, which limit access to healthy affordable food or medicine, exist throughout Seattle, and many neighborhoods have only one full-service grocery store that would result in a food desert if closed. The Executive Order directs the City to explore the potential acquisition of the property situated at 13000 Lake City Way NE, which presently houses a Fred Meyer store, and develop a plan for future uses to benefit the nearby community. The Fred Meyer store closed this month resulting in a food desert in the Lake City neighborhood. “As mayor, I am fighting for every neighborhood in Seattle to have access to affordable food and medicine, which is essential for the health and safety of the people of our city,” said Mayor Bruce Harrell. “This solution-focused Executive Order explores all options available to the City to ensure our children, older adults, people with mobility issues, and families have equitable access to fresh, local, affordable, and culturally relevant food and medicine.” Other actions in the order include:  * Directing City departments, including Finance and Administrative Services (FAS), the Office of Planning and Community Development (OPCD), the Seattle Department of Construction and Inspections (SDCI), the Office of Economic Development (OED), and the Office of Sustainability and Environment (OSE), to identify locations that are currently or may be at risk of becoming food deserts due to grocery store, convenience store, and pharmacy closures.    Continue reading…. <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=9c24894a34&e=b80de0d97c> WSCAP E-LEARN ACADEMY On Demand Learning Library for Continuous Improvement with courses such as: * CAP Infinity Basic 2.0 * CAP Infinity 2.0 Intermediate: Continuous Improvement Course * CAP Infinity for Boards 2.0 – Basic * CAP Infinity for Boards 2.0 – Intermediate * Governance Webinar Series * HIPAA Trainer * Human Resources Webinar Series * Inclusive and Equitable Hiring and Management Practices * Management Webinar Series * Home Visitor Safety in Community Action * Civil Rights Training * Customer Service with a DEI Lens <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=eb0f8b8e89&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/c9753e3d-956a-a385-57d7-66f18baff23b.jpg> <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=358a3c3357&e=b80de0d97c> <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/7eb155c6-0f57-a844-9734-106a9b44040b.jpeg> 2026 Management & Leadership Training Conference Orlando, Florida | January 28th – 30th (Pre-Con: Jan. 27th) Join us for our 2026 Management & Leadership Training Conference (MLTC), taking place January 28th – 30th in Orlando, Florida! This moment calls for bold, values-driven leadership that centers housing justice, lived expertise, and cross-sector collaboration. We are at a critical juncture. Rising housing insecurity, shifting political landscapes, uncertain funding environments, and deep community needs demand an urgent, unified response. The summit will explore: * What do leaders need to meet this moment? * What does this moment need from leaders? In contrast to previous conferences, this Summit will be a smaller convening of leaders across the homelessness system. A track-focused agenda will allow for targeted content and peer connection that explores each leader’s unique challenges and opportunities for meeting the moment.
