STATEMENT OF ISSUE:
Staff requests BoCC approval of a project agreement amendment to the Mid Hood Canal
Dosewallips & Duckabush Acquisition RCO #09-1630A to make Jefferson County a
secondary sponsor and provide eligible match In the form of a portion of the value of a
floodplain parcel acquired by the county In 2007.
In 20091 the Jefferson Land Trust was a successful applicant to the Recreation and
Conservation Office (RCO) Salmon Recovery Funding Board (SRFB) for Its Mid Hood
Canal Dosewallips & Duckabush Acquisition Project. The application would acquire up to
44.5 acres of floodplain and side channel habitat through a combination of fee-simple
and easement acquisition. The proposed match is a portion of the value of the Larson
property which was acquired by the county in 2007.
The acquisition of floodplain properties is listed as a high priority goal In the
Comprehensive Flood Hazard Management Plan for the Dosewallips and Duckabush
RIvers which was adopted by the BoCC In 2009.
ANAL YSIS/STRATEGIC GOALS:
This agreement amendment with the RCO makes Jefferson County a secondary project
sponsor of the Mid Hood Canal Dosewallips and Duckabush Acquisition Project. It
provides $80/000 in land value as match for SRFB funding to complete the project. Total
value of the grant is $504/582 of which 15.85% is the County's match.

The County's land value match bank was created when the Larson and Fulton properties
were acquired to support salmon recovery using restricted Secure Rural Schools l1tIe m
funds In 2007. Approximately $135,000 In land value remains on the books as potential
match for future County-sponsored floodplain projects in the mid Hood Canal area
during the 2011 and 2012 SRFB cycles.
This project supports the goals of the Comprehensive Rood Hazard Management Plan
for the Dosewalllps and Duckabush Rivers and the salmon recovery priorities of the Hood
Canal Coordinating Council Lead Entity. Both the DoseswaIllps and Duckabush Rivers are
used by a variety of fish species, including Chinook, coho, fall and summer chum and
pink salmon, steel head, sea-run cutthroat trout, and bull trout.
The portion of the Stewart property to be acquired will be heid by Jefferson Land Trust
with a Deed of Right to the RCO, and escrow has been opened. Negotiations continue
on the Hixson and Coone properties.
FISCAL IMPACT:
There is no monetary Impact to the County for secondary-sponsorship of the Mid
Hood Canal Dosewalllps & Duckabush Acquisition Project. The match parcels will
remain in County ownership. Jefferson Land Trust will not require further assistance
from the County to fullfill the terms of this project agreement.
RECOMMENDATION:
JCPH Management recommends that the BoCC sign this agreement amendment.
