Duties of the
Sheriff
The sheriff is the chief executive officer and conservator of the peace of the county. In the execution of his or her office, he or she and his or her deputies:
Shall arrest and commit to prison all persons who break the peace, or attempt to break it, and all persons guilty of public offenses;
Shall defend the county against those who, by riot or otherwise, endanger the public peace or safety;
Shall execute the process and orders of the courts of justice or judicial officers, when delivered for that purpose, according to law;
Shall execute all warrants delivered for that purpose by other public officers, according to the provisions of particular statutes;
Shall attend the sessions of the courts of record held within the county, and obey their lawful orders or directions;
Shall keep and preserve the peace in their respective counties, and quiet and suppress all affrays, riots, unlawful assemblies and insurrections, for which purpose, and for the service of process in civil or criminal cases, and in apprehending or securing any person for felony or breach of the peace, they may call to their aid such persons, or power of their county as they may deem necessary.

-Foster solutions to crime by proactive rather than reactive measures
-Continue ongoing training on Crisis Response and DV related training.
-Provide ongoing community education on crime trends and safety.
-Continue community partnerships with better community engagement.
-Maintain a reliable workforce of competent, well trained, compassionate, professional individuals

Continue our ongoing work in community education and partnerships with community and governmental social service organizations
On going use-of-force and critical incident training for deputies and corrections officers so they will be better equipped to successfully handle individuals in crisis and minimize use-of-force incidents

Jail provide
HCA Grant - MOUD/MAUD in Jails is a grant funded program that
provides a comprehensive treatment for incarcerated individuals with Opioid Use Disorder (OUD) and Alcohol Use Disorder (AUD), beginning with screening upon entry and ending with seamless transition to the care in the community, with use of Medications for Opioid Use Disorder (MOUD) and Medications for Alcohol Use Disorder (MAUD) at its core.
HCA Grant – Residential Substance Abuse Treatment(RSAT) in Prisons and Jails is a grant funded program that provides an opportunity for incarcerated individuals to engage in inpatient treatment services locally. The program focuses on addressing substance use disorder and behavioral health-related needs with individualized treatment plans.
Jail Medical – Healthcare Delivery Systems is the jails contracted primary medical provider. Providing weekly Healthcare and Psychiatric clinics, 24/7 on call telehealth services, and forty hours a week on site nursing. Responsible for coordinating outside care, managing medical records, and ensuring continuity of care for incarcerated individuals.

Biometric Wrist Monitoring - 4Sightlabs is a contracted service providing real-time biometric health data, and alerts for incarcerated individuals with chronic and acute healthcare needs.
Meal Services – Summit Foods is a contracted food service provider providing daily meal service for three meal periods a day. Responsible for managing dietary needs and special meal requirements of incarcerated individuals.
Phone Services – Ctel is a contracted provider of phone, video visitation, email and legal reference material services for incarcerated individuals.
Commissary Services – Keefe is a contracted provider of commissary and account management services for incarcerated individuals.

Key Funding Issues
The Jefferson County Sheriff's Office continues to do its best to provide the highest level of service for our 32,000+ population in an area encompassing 2,183 square miles of land and 300 miles of waterway 24 hours a day, seven days a week, 365 days a year in both law enforcement and corrections.
Some of our key funding issues include:
Ø Increasing training overtime pay.
Ø Axon contract price was not adjusted for 2025.
Ø Increase ER&R fleet budget.
Ø Medical Expense increases for the Jail.
Medical expenses in the jail
The Sheriff's Office continues to do its best to provide the highest level of service, serving 33,000+ citizens (with increased numbers during the summer months), in an area encompassing 1800 square miles separated between east Jefferson and west Jefferson County, of land and 300 miles of waterways, 24/7, 365 days a year in both road patrol and corrections.
Keys funding challenge areas are Jail Medical-NON DISCRETIONARY to ensure the health of persons in our jail facility we have an onsite nurse to care for rising medical needs, the contract price for this is $357,974 although prior year budget only allowed for $171,306.
ER&R (Equipment
Rental and Revolving fund) Fleet
ER&R fleet costs- NON DISCRETIONARY- to ensure our ability to respond across our county for emergencies its important to have a dependable fleet of vehicles that are adequately maintained. For the past several years our rates have increased substantially due to several variables. At the end of last year our budget was severely reduced to absorb the increase in fleet costs. As an example our fleet costs have risen from $549,720 in 2021 to a projected $709,000 in 2026. 0

Training Overtime
Training Overtime- NON DISCRETIONARY- every year Washington state requires additional training for law enforcement, this training requires overtime to cover patrol shifts or to attend the mandatory training. Deputy and Sergeant pay rates were increased last year but our budget was not increased to offset the pay increase. For the past several years we have exceeded our budgeted amount of overtime money for training. We need a realistic budget to cover the expense of this necessary training.
