In accordance with WAC 136-16-018, the county legislative authority shall adopt the Annual Road Program at any time prior to adoption of the county budget. Fiscal Impact / Cost-Benefit Analysis: • Annual Construction Program: $4,311,114 • Annual Road Maintenance Plan: $6,672,883 • Road Equipment Purchases Plan: $ 550,000 Recommendation: Please review and then approve the attached Resolution which adopts the 2026 Annual Road Program. WHEREAS, RCW 36.81.130 and Ch. 136-16 WAC call for the County Engineer, on or before the first Monday in October,to file with the County Legislative Authority for consideration and adoption,a recommended plan for laying out,construction,and maintenance of county roads for the ensuing fiscal year; and, WHEREAS,the Annual Road Program was provided to the Board for a workshop with Public Works held on September 22, 2025; and, WHEREAS,the Annual Road Program consists of three components, an Annual Construction Program and cost thereof, an annual maintenance plan and cost thereof, and a road equipment purchases and major repairs plan and cost thereof; and, WHEREAS,the Annual Construction Program's content meets Ch. 136-16-020 WAC and, conforms as nearly practicable to the county's long range road program contained in the 2025-2030 Six Year Transportation Improvement Program; and, WHEREAS,the Annual Construction Program indicates whether such work is to be done by County Forces or by publicly advertised contract; and, WHEREAS,the Board has considered the Annual Road Program consisting of the Annual Construction Program, an annual maintenance plan, and a road equipment purchase and major repair plan, and revisions and changes were made and, shall adopt an Annual Road Program any time prior to the adoption of the county road budget; and, WHEREAS, any appropriations contained in the county road budget shall be void unless the county's Annual Road Program is adopted prior to such appropriation; and, WHEREAS,the Annual Road Program shall not hereafter be changed except by unanimous vote of the Board members present and, the modifications shall be by Resolution or Ordinance; and, WHEREAS,the County Road Administration Board(CRAB)has clarified that the intent of WAC 136-16-035 is for adoption of the road maintenance plan to be at the overall level rather than at the activity/detail level in order to give the program flexibility to adjust activity spending based on need; and, 1 WHEREAS,the Jefferson County 2026 Annual Road Program including the(1)Annual Construction Program; (2)annual maintenance plan and; (3)equipment purchase and major repair plan is attached hereto; and, WHEREAS,the 2026 Annual Construction Program shall be filed with the County Road Administration Board within 30 days after adoption but not later than December 31st of each year. NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY,WASHINGTON,HEREBY RESOLVE AS FOLLOWS: Section 1. Whereas Clauses are Findings of Fact. The Jefferson County Board of Commissioners hereby adopts the above"Whereas"clauses as Findings of Fact. Section 2.Purpose. The purpose of this Resolution is to adopt the 2026 Annual Road Program for Jefferson County, Washington. Section 3.Adoption of 2026 Annual Road Program. Jefferson County Board of Commissioners hereby approves and adopts the 2026 Annual Road Program in accordance with WAC 136-16-018. Section 4. Severability. If any section, subsection, sentence, clause, phrase or section of this Resolution or its application to any person or circumstance is held invalid, the remainder of this Resolution or its application to other persons or circumstances shall be fully valid and shall not be affected. Section 5. SEPA Categorical Exemption. This Resolution is categorically exempt from the State Environmental Policy Act under WAC 197-11-800 (19). Section 6. Effective Date.
