HomeMy WebLinkAboutGateway - Cover Letter Date: October 14, 2025 Re: Funding Request for Victory Villa Recovery House Dear Housing Fund Board Members and Commissioners, On behalf of Gateway to Freedom, thank you for the opportunity to submit proposals for the 2026 Affordable and Supportive Housing (House Bill 1590) and Homeless Housing and Assistance (Senate Bill 5386) funding. We appreciate the County’s commitment to collaborative, recovery-oriented approaches that address homelessness and strengthen community stability. Gateway to Freedom is submitting proposals under the following categories: 1590 Development, 1590 Operations, and 5386 Homeless Housing and Assistance. Our mission aligns with these programs by providing supportive housing and recovery-focused services for individuals experiencing homelessness in Jefferson County. Through our reentry, case management, and Law Enforcement Assisted Diversion (LEAD) programs, we have built strong partnerships with law enforcement, behavioral health providers, and community agencies. Victory Villa Recovery House fills a critical gap in the County’s housing continuum by offering seven supportive housing units for homeless men in recovery from substance use disorders. The program provides a structured, substance-free environment with individualized case management and peer support to help residents achieve stability, employment, and long-term housing. Victory Villa supports the goals outlined in Jefferson County’s Five-Year Homeless Housing Plan by promoting recovery, reducing recidivism, and preventing returns to homelessness. Gateway to Freedom is committed to ensuring that every dollar invested leads to measurable, lasting outcomes for the individuals and community we serve.
