HomeMy WebLinkAboutOWL 360 - *Cover Letter Date:10-14-2025 To: Jefferson County Housing Fund Board Jefferson County Commissioners From: Kelli Parcher, Executive Director OWL360 Subject: Eligibility and Request for Consideration – Affordable & Supportive Housing and Homeless Housing Assistance Funds Dear Commissioners and Members of the Housing Fund Board, On behalf of OWL360, I want to thank you for the opportunity to submit proposals for the current Affordable and Supportive Housing (House Bill 1590) and Homeless Housing and Assistance (Senate Bill 5386) funding opportunities. We also want to express our appreciation for the continued partnership and open dialogue we’ve shared with both Housing leadership and County Commissioners’ staff throughout this process. After review of the RFP materials, OWL360 strongly believes we meet the threshold eligibility requirements for all three competitive funding categories: • 1590 – Development • 1590 – Operations • HB 5386 – Homeless Housing and Assistance Our organization’s mission, infrastructure, and proven capacity directly align with the intent and scope of these programs providing affordable, supportive housing and services for Jefferson County youth and young adults who are homeless, at risk, or facing barriers to stability. Eligibility and Alignment OWL360 currently operates transitional and supportive housing under the Office of Homeless Youth (OHY) guidelines, serving youth and young adults ages 13–25 all of whom fall within the “eligible household” definitions under RCW 82.14.530. Our programs include both development and operations of housing units as well as behavioral health and resource navigation services, aligning with the stated uses of 1590 funds. Furthermore, our ongoing work directly advances the objectives outlined in Jefferson County’s Homeless Crisis Response and Five-Year Plan focusing on housing stability, mental health access, coordinated entry participation, and prevention of youth homelessness. This alignment extends to the goals of SSB 5386, which prioritize services, housing development, and operating support for those exiting homelessness or institutional systems without stable housing identified. We recognize the competitive nature of these grants and appreciate the Board’s thoughtful review of all proposals. OWL360 is confident our projects and outcomes reflect the County’s shared commitment to sustainable housing, equitable opportunity, and meaningful investment in Jefferson County’s youth.
