Subject: SUB2025-00012 Mitigation Measures and Coordination for SR116/SR19
Intersection
Habitat for Humanity of East Jefferson County (HHEJC) and Washington State Department of
Transportation (WSDOT) executed a Memorandum of Understanding (MOU) dated October 10,
2025 concerning mitigation under the State Environmental Policy Act for SUB2025-00012 in
Jefferson County and pursuant to a Mitigated Determination of Non-Significance issued therefore.
The Hearing Examiner of Jefferson County issued a Second Prehearing Conference Order dated
October 21, 2025, requesting further information on how compliance with the mitigation
agreement would be certified by WSDOT prior to final plat approval.
HHEJC and WSDOT hereby agree that, upon completion of HHEJC’s obligations under the MOU,
WSDOT will submit a letter to the Jefferson County Department of Community Development
certifying the satisfaction of HHEJC’s obligations with respect to said mitigation and MOU.
