Jefferson County Tourism Coordinating Council
Regular Meeting — August 5, 2025
Jefferson County Courthouse—First Floor Conference Room
1820 Jefferson Street, Port Townsend, WA (Hybrid)
Call to Order: Chair Greg Brotherton, called the meeting to order at 2:14 p.m. due to technical
difficulties. Members Diana Smeland, Steve Shively, Marsha Massey and Cleone Telling participated in
the meeting. A quorum was confirmed.
Public Comment: Chair Brotherton opened the floor for public comments, and no comments were
received.
Old Business: Minutes Approval(July 1): Member Shively moved to approve the July 1, 2025
minutes as presented. Member Smeland seconded the motion. The motion carried.
New Business:
Workshop: Port Townsend LTAC and Marketing: Chair of LTAC for City of Port Townsend Owen
Rowe and Director of Communications& Marketing Shelly Leavens presented on the City of Port
Townsends LTAC process and answered questions posed by the council.
LTAC Priorities: Visitor Information Centers: Chair Brotherton noted the Jefferson Transit's interest
in buying the Olympic Peninsula Gateway Visitor Center. He invited the members to join the Board of
County Commissioners meeting on Monday, August 11, 2025 at 9:45 a.m. regarding Jefferson Transit
letter of support to provide input. After discussion the consensus was to keep the Olympic Peninsula
Gateway Visitor Center and share the property with Jefferson Transit.
The meeting was recessed at 3:33 p.m due to loss of quorum and reconvened at 3:40 p.m. with Chair
Brotherton and Members Diana Smeland, Steve Shively, Marsha Massey and Cleone Telling.
TCC Bylaws (Second Reading): Tabled for a future meeting
Roundabout Signage(Gateway/US-101 & SR-104):
o Tribal consultation meeting set for Thursday, August 7, 2025.
o Ongoing maintenance/cost of ownership: The Council discussed having costs budgeted
into LTAC funds.
o Reserve for replacement/major repairs: Per Public Works guidance $100,000 reserve to
be included in the county application.

Future Agenda Items: Assignments/Follow-ups
• Marsha:
o Conduct tribal leaders meeting Thursday, August 7, 2025
o Continue coordination on roundabout art/signage items and report back.
• Greg:
o Add maintenance line and $100,000 reserve for roundabout signage into LTAC
budget/county application.
o Bring Gateway/Transit Hub matter to BOCC and encourage stakeholder input as noted
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 4:00 p.m. until the next
regular meeting or special meeting as properly noticed.
• Next regular meeting: September 2,2025 is cancelled, next scheduled meeting is October 7,
2025.
